SUMMARY OF DUTIES AND RESPONSIBILITIES:

The Programme Manager will work under the overall supervision of UNFPA/ ILO, through the relevant technical Specialists and Heads of Agencies and liaise with the co-chairs of the Technical Working Group and the National Steering Committee, which will have representatives from all PUNOs, MFED, civil society, private sector, bilateral and other multilateral partners, academia, etc. The position is linked to the UN Joint programme, which requires presence at the UNFPA office/ UN house and at Ministry of Labour in accordance with schedules of interventions and deliverables
Job Purpose:
The position of a Programme Officer for gender-responsive and pro-employment budgeting aims to ensure UNFPA and ILO will provide efficient response and contribution to the Joint Programme key outputs as described earlier.
Specifically, the position seeks to coordinate ILO and UNFPA activities, and to ensure information and knowledge sharing as well as optimal coordination with national stakeholders.
In this regard, ILO/UNFPA seeks to engage a national Programme Officer with hands-on experience in policy development, budget processes and programme coordination.
KEY / MAJOR RESPONSIBILITIES
Working under the guidance of the Representative and Assistants Representative and in close cooperation with relevant ILO and UNFPA Technical Specialists across responsible offices, the Programme Officer will be responsible for the following:
- Oversee and coordinate the implementation of the joint programme components on gender and employment on a day-to-day basis;
- Ensure that all relevant partners are kept informed on a constant basis and encouraging their active participation in programme activities;
- Oversee the process of reviewing and consolidating work plans and budgets, development of annual programme delivery targets, drafting reports and other strategic documents from the Technical Working Group/UNFPA/ILO prior to submission to the National Steering Committee;
- Facilitate full compliance with programmatic and operational rules and regulations of the UNSDG in all areas
- Organize consultations and provision of technical inputs with/by UNFPA, ILO, and other technical specialists. Collate all relevant documents, inputs, comments and feedback, and process/submit them accordingly and in a timely Contribute to innovative solutions,
- facilitate knowledge management and Assist in facilitating engagement of the UNFPA and ILO in discussing and agreeing on policy and strategic issues and related documents prior to submission to the Technical Working Group and the National Steering Committee, as well as operational matters (M&E etc.) requiring its attention and approval.
- Oversee the day-to-day coordination and implementation of the programme components interventions, such as but not exclusive to, planning, budgeting, and general monitoring in close collaboration with UNFPA and ILO, the Ministries of Gender Equality, Poverty Eradication and Social Welfare and Labour, Industrial Relations and Employment Creation, other relevant development actors and social partners, and the Steering Committe
- Support the organisation of meetings, preparing agendas in consultation with stakeholders, documenting the proceedings and ensuring timely management and dissemination of information;
- Participate in all relevant meetings, including weekly JP coordination/technical meetings, and ensure adequate and consistent note-taking for sharing with UNFPA and ILO staff
- Review and provide gender and youth related inputs on costing, analysis and policy brief produced by the JP;
- I) Contribute to the development of training tools, policy briefs and conduct training for key stakeholders.
- Participate in the identification and formulation of joint programme detailed interventions and progress report by compiling and analyzing information guided by ILO/UNFPA technical staff and where applicable
- Guided by UNFPA and ILO technical specialists, provide advice related to gender responsive and pro-employment budgetary analysis to be carried out.
- Promote institutionalization of gender responsive and pro-employment budgeting in Namibia’s budget planning and implementation
- Actively seek and identify additional partnership and funding opportunities, and oversee the preparation of funding proposals, partners’ briefing and presentations in support of resource mobilization to advance the programme goals (in collaboration with UNFPA and ILO technical staff and management).
