Key Responsibilities
- Lead governance of Security and Emergency Services in line with statutory requirements and the ISPS Code at Namport
- Oversee development and assurance of security, emergency, and business continuity plans
- Direct emergency preparedness and response, including incident command and multi-agency coordination
- Govern security operations, including risk assessments, audits, investigations, and service providers
- Ensure effectiveness and oversight of security systems, technologies, and infrastructure
- Drive compliance, risk management, and SHEQ performance across the function
- Provide strategic security advice, lead workforce development, and maintain key stakeholder relationships
Requirements
- An Honours Degree [NQF Level 8] in Security Management, Law Enforcement, Emergency & Disaster Management, Maritime Security/Studies, or a related field.
- A Master’s Degree [NQF Level 9] in Security Management, Law Enforcement, Emergency & Disaster Management, Maritime Security/Studies, or a related field will be an added advantage.
- A minimum of 7 years’ experience in Security Management, Emergency Response, or Critical Infrastructure Protection, with at least 3 years at a supervisory or managerial level.
- Port Facility Security Officer (PFSO) certification in terms of the ISPS Code is strongly preferred.
- Training or exposure aligned to ISO 45001, ISO 14001 and ISO 9001 standards is advantageous.
- Demonstrated experience in emergency response coordination, incident management, and multi-agency collaboration with law enforcement, regulators, and emergency services.
- Experience overseeing or governing security operations, risk assessments, audits, investigations, and the performance of security service providers.
- Exposure to the governance and oversight of security technologies (e.g. CCTV, access control, perimeter systems) in high-risk environments.
- Valid Code B driver’s license.
- Valid Namibian Police Clearance Certificate (or proof of application).
- Strong communication and stakeholder engagement skills across cross-functional and multi-agency environments.
- Proven analytical, project management, and process improvement capability in operational environments.
- Security vetting may be conducted for this position at Namport’s discretion.
