Job Purpose:
The purpose of the Investment Facilitation Office is to help ensure that the maximum possible percentage of investment enquiries, connections, leads, opportunities and projects result in realised investment and reinvestment in Namibia, by collaborating on investment attraction, leading investment assistance and contributing towards investment amplification. The Manager: Investment Facilitation Office is to ensure that this function is optimally accomplished, both as an Investment Facilitation Officer, and as the manager of the Investment Facilitation team and associated key functions.
Role and Responsibilities:
Investment Facilitation: Investment Facilitation Officers, as directed:
Should Collaborate with relevant colleagues on Investment Attraction: Converting existing investors, OMA’s stakeholders and other commercial relationships into investment leads and capturing opportunities early, introducing them into the Pipeline of potential investments managed by the department, and Converting potential investments from Leads stage to FID stage, as salespersons of Namibia, by providing information to potential investors or project owners and by convincing them to choose Namibia as an investment destination. This includes organising and accompanying visits to Namibia by delegations of potential investors.
Are primarily responsible for Investment Assistance: Providing facilitation services to potential and confirmed investors, both to help convert potential investments from Leads stage into FID stage by satisfying all of the conditions/requirements necessary to make the Final Investment Decision (FID), and to ensure successful implementation of Potential investments up to Capital Deployed (CD) stage and eventually Operational stage. These facilitation services include co-ordinating with public and private stakeholders to help investors and potential investors with site selection and land acquisition, obtaining sector specific licensing and generally solving investor problems. It also includes preparation of submissions to CCTED or equivalent committees and where necessary presenting at these committees along with the CEO/Executives.
Should contribute towards Investment Amplification: Promoting the continued operation and expansion of investments at Operational stage by maintaining key relationships and continually providing facilitation services, to ultimately encourage re-investments.
Relationship Management: Unless otherwise directed, Investment Facilitation Officers will act as the main Relationship Managers or Relationship Owners of specific Investor or Potential Investor Relationships, acting as the primary contact for an Investor or Potential Investor and taking responsibility for moving that investor through the stages and activities. This includes coordinating with other colleagues across various departments.
Pipeline Management: The Manager of the Investment Facilitation Office will be responsible for managing the complete private sector pipeline of opportunities and projects on behalf of the department. They will, in consultation with the Executive, be the main value driver of this pipeline and develop a clear set of targets in relationship to its management and also as it relates to the NIPDB’s wider targets and strategy. The Manager will also be responsible for supporting engagement of stakeholders for the Government Projects Pipeline in collaboration with and under direction of the Manager: PPP Liaison.
Management of the Investment Facilitation Team: The Manager of the Investment Facilitation Office will manage a small team of other Investment Facilitation Officers, which includes ensuring that tasks, assignments, relationships, investment projects and opportunities are appropriately divided amongst the team and that all tasks within the division are accomplished on time and to a high standard. As line manager for this team, the manager will also be responsible for promoting the job satisfaction and development of the Investment Facilitation Officers and also take on day to day appropriate human capital management tasks.
Qualification and Experience Requirements
A Honours degree in Business Management, Economics, International Relations or a related field
A Master’s degree in any of these fields will be a distinct advantage.
Proven understanding of the Namibia business ecosystem.
Extensive knowledge of how and experience operating in Government is required.
At least 3 years experience in a senior role or managing/overseeing a small team which will contribute towards the success of the candidate.
Minimum of 5 years experience in customer service, private banking, commercial development, investment promotion, international development or another role which involves a similar degree of relationship management and coordination to meet client needs.
