MANAGEMENT CADRE
The particular of the vacancy is as follows:
Post Designation : Chief Regional Officer, Grade2 (5 years contract)
Scale of Salary : N$555,080 – 589,055
Housing Benefit : N$7.282 PA
Motor Vehicle Allowance : N$ 138,288 PA
Duty Station: Oshakati
APPOINTMENT REQUIREMENTS: A B – Degree at NQF Level 7 plus 9 years appropriate experience.
SUPPLEMENTARY SELECTION REQUIREMENTS: Five (5) years of 9 appropriate years should be at a management level, confirmed at Grade 3 level or equivalent. Candidate should have competencies instrategic planning aspects of financial management, Performance Management System, Administration, policy formulation, Interpretation of policy, and development planning.
JOB DESCRIPTION
This position and the incumbent:
- Reports to and is accountable to the Chairperson on the efficient and effective management and operation of the Council; and
- Is specifically responsible for ensuring overall strategic leadership, guidance, management and coordination over the operations and programmes of the Council:
- Identification, preparation, formulation, implementation, appraisal and maintenance of national and/or regional sectoral development plans, programmes and projects;
- Identification and appraisal of developmental challenges, needs and opportunities;
- Development and implementation of guidelines for regional planning and development; feasibility studies, project appraisals and setting of project priorities;
- Conducting studies to identify characteristics, trends, constraints and development potential within sectors;
- Monitoring and evaluation of regional development projects and programmes and ensuring alignment thereof with national and sectoral development goals, plans, programmes and projects;
- Establishment and maintenance of a reliable and functional database on development planning issues and projects; and
Coordination of development programmes and assistance within the region and ensure alignment to national development objectives and priorities.
MAIN DUTIES:
- The Chief Regional Officer is the Accounting Officer of the Regional Council.
- Is responsible for the formulation and implementation of the strategic direction of the Regional Council, through its Strategic Management Plan.
- Advices the Council on matters relating to finance, human resources and other related matters of administration.
- Manages Council resources according to applicable legal regulatory instruments of the Government of the Republic of Namibia.
- Interact closely with the Governor, Management Committee and Councilors, and liaises with Central Government, other Regional Councils, Local Authorities and all relevant stakeholders.
- Provides strategic leadership to the administration of the Regional Council and oversee the implementation of the policies, systems, procedures and standards of the Regional Council.
- Ensure efficient management of Council resources, rationalization, and optimization of service delivery
- Carries out any duties as may be lawfully assigned by the Regional Council from time to time.
