The Ministry of Health and Social Services invites suitably qualified and experienced Namibian citizens to apply for appointment as members of the Board of Directors of the Namibia Institute of Pathology Limited (NIP). NIP is a commercial public enterprise mandated to provide medical laboratory services to both the public and private healthcare sectors in Namibia, thereby supporting disease diagnosis, treatment monitoring, research, and national public health outcomes.
In line with governance and succession planning requirements, four (4) vacancies have arisen on the Board. Applications are therefore invited from candidates with expertise in the fields outlined below.
Key Responsibilities
- 1.6 Demonstrate a sound understanding of public health systems governance, diagnostic quality assurance, ISO-based laboratory accreditation standards, clinical governance, innovation in medical science, and national public health priorities.
- 2.6 demonstrate proven competence in financial oversight, risk management, internal controls, regulatory compliance, and strategic financial planning within complex organisations.
- 4.6 demonstrate experience in strategic workforce planning, governance, organisational culture transformation, ethics management, and institutional performance oversight.
- 5.4 Be able to contribute meaningfully to strategy, oversight, risk governance, and sustainability of a public enterprise.
Requirements
- 1.1 Be a qualified medical practitioner, pathologist, medical laboratory scientist, public health specialist, medical laboratory quality assurance specialist, health systems quality specialist, or health researcher holding a recognised four-year professional medical or scientific degree, or an equivalent qualification at an appropriate NQF level.
- 1.2 Possess a relevant postgraduate qualification in Pathology, Laboratory Medicine, Medical Laboratory Science, Public Health, Epidemiology, Health Quality Assurance, Health Systems Management, Medical Research, or a related health discipline.
- 1.3 Have at least ten (10) years’ post-qualification experience in healthcare, clinical governance, laboratory science, diagnostics, medical laboratory quality assurance, accreditation, medical research, or public health systems.
- 1.4 Have a minimum of seven (7) years’ experience at senior clinical, academic, research leadership, laboratory quality management, or executive management level.
- 1.5 Have demonstrable experience serving on a Board of Directors, Board committee, or equivalent governance structure.
- 2.1 hold a recognised four-year degree in Accounting, Finance, or a related field, or an equivalent qualification at an appropriate National Qualifications Framework (NQF) level.
- 2.2 be a qualified Chartered Accountant registered with a recognised professional body.
- 2.3 have at least ten (10) years’ post-qualification professional experience in financial management, audit, budgeting, financial reporting, or financial governance.
- 2.4 have a minimum of seven (7) years’ experience at senior management or executive management.
- 2.5 have demonstrable experience serving on a Board of Directors, Board committee, or equivalent governance structure.
- 2.1 hold a recognised four-year LLB degree, or an equivalent legal qualification at an appropriate NQF level.
- 3.2 A master’s degree in medical law, Public Health Law, Health Policy, or a related health- law discipline will be an added advantage.
- 3.3 be admitted as a legal practitioner of the High Court of Namibia.
- 3.4 have at least ten (10) years’ post-admission legal experience, including exposure to corporate law, regulatory compliance, governance, public sector legislation, or commercial legal practice.
- 3.5 have a minimum of seven (7) years’ experience at senior advisory or executive management.
- 3.6 have demonstrable experience serving on a Board of Directors, Board committee, or equivalent governance structure.
- 4.1 hold a recognised four-year degree in Human Resources Management, Industrial Psychology, Organisational Development, or a related field, or an equivalent qualification at an appropriate NQF level.
- 4.2 A relevant postgraduate qualification in Human Resources, Business Administration, Leadership, Governance, or a related discipline will be an added advantage.
- 4.3 have at least ten (10) years’ post-qualification experience in human resources management, including organisational development, labour relations, remuneration governance, talent management, and performance management.
- 4.4 have a minimum of seven (7) years’ experience at senior management or executive leadership.
- 4.5 have demonstrable experience serving on a Board of Directors, Board committee, or equivalent governance structure.
- 5.1 Be Namibian citizens of good standing and integrity.
- 5.2 Possess strong leadership ability, sound judgment, and corporate governance competence.
- 5.3 Have no disqualification from serving as a director under applicable Namibian legislation.
