The NAGN is the leading institution for collecting, preserving, exhibiting, and researching visual art and craft as a component of Namibia’s identity, cultural heritage and human connectedness.
Primary Purpose of the Position
Execute the human resources administration and management function, which includes staff welfare, discipline, recruitment, selection, training and development, and performance management activities. In addition, the incumbent will be expected to perform induction processes, as well as formulate required policies, policy amendments and ensure compliance with policies and relevant Acts.
Human Resources Administration
⦁ Maintain a personnel filing system for staff, including records of staff-related movements, leave and all correspondence pertaining to staff;
⦁ Provide human-related reports and recommendations;
⦁ Draft new policies or amendments thereto;
⦁ Manage leave applications and time sheets;
⦁ Payroll administration;
⦁ Make recommendations to the Manager: Administration and Finance regarding remuneration
increases and grading adjustments;
⦁ In consultation with the Senior Accountant, verify and recommend all NAGN contracts and agreements with suppliers and sponsors for signature by Manager: Administration and Finance;
⦁ Coordinate labour disputes, in consultation with the Manager: Administration and Finance;
⦁ Coordinate remuneration negotiations with the recognised trade union, in consultation with the Manager: Administration and Finance.
Performance Management
⦁ Oversee the performance appraisal process and implementation thereof;
⦁ Coordinate the planning and implementation of staff training as recommended in their performance appraisals;
⦁ Ensure the signing of performance agreements by all staff and review thereof by their respective supervisors;
⦁ Compile a yearly training plan based on the outcome of the reviews.
Counselling. Welfare and Discipline of Staff Members
⦁ Assist with underperformers and recommend basic counselling when necessary.
⦁ Advise on human resources issues;
⦁ Evaluate and, where necessary, recommend all loan applications;
⦁ Ensure staff adherence to human resources policies and recommend corrective measures to supervisors;
⦁ Provide advisory services regarding discipline;
⦁ Investigate and advise the Manager Administration and Finance on labour turnover and staff absenteeism.
Recruitment and Selection
⦁ Advertise vacant positions and short-list candidates through pre-selection;
⦁ Coordinate the selection process of recruitment in consultation with the Manager Administration and Finance;
⦁ Carry out all necessary administrative work;
⦁ Coordinate the induction of newly appointed staff members.
Monitor Staff Attendance
⦁ Monitor daily attendance;
⦁ Investigate causes of staff absences and late coming;
⦁ Recommend solutions to resolve staff absenteeism and late-coming related obstacles.
Training and Development
⦁ Plan training and development interventions and activities;
⦁ Provide advisory and consulting services to colleagues within the organisation on all aspects of training and development;
⦁ Coordinate and manage training and development activities;
⦁ Maintain the training and development database.
Requirements and Qualifications
⦁ An NQA level 7 qualification or equivalent in Human Resources Management;
⦁ Additionally, at least five (8) years of human resources management experience;
⦁ Proven aptitude with MS Word. PowerPoint and Excel is required.
