HEAD: HUMAN CAPITAL AND AND OPERATIONS SUPPORT
(5-tear Fixed-term contract)
Reporting to the Chief Executive Officer, the Head: Human Capital and Operations Support is responsible to lead and direct the Human Capital and Operations Support department and provide strategic direction by reviewing and approving work functions and providing advice thereon to ensure the activities fall within the overall objectives of the Bank.
KEY PERFORMANCE AREAS
STRATEGIC MANAGEMENT
- Interpret the strategic intent and translate the strategic aims as derived from the Bank’s strategic objectives into operational plans.
- Develop and oversee the implementation of the annual departmental implementation plan and liaise and collaborates with senior leadership on shared strategic objectives.
- Effectively manage the parameters of risk on an annual basis and oversee that the department manages and minimises risk in its operations.
- Initiate and oversee the development of Human Resource Management systems and guide and support management and staff in the effective use of these systems.
- Monitor the effectiveness these systems and its impact on work culture and advise accordingly.
- Develop, review and implement relevant Human Capital and Operations Support policies and guide and offer advice to management on the interpretation thereof.
- Serve as Chairperson of the HR Management Committee.
HUMAN CAPITAL MANAGEMENT
- Review and approve the Bank’s payroll administration function ensuring compliance to all statutory and policy requirements and the accuracy, timeous payment and integrity of the payroll and related functions.
- Lead the development, refinement and maintenance of an effective HC record and information system.
- Provide regular reports on various aspects of Human Resource Management, including remuneration, performance, talent, culture, etc. to inform decision making.
- Conduct research and ad hoc analyses on organizational trends and provide advice and recommendations based on sound/credible HC information.
- Lead and direct the recruitment and selection function of the Bank, aligning the activities with talent and career management approaches, and equipping management involved in recruitment and selection decisions to perform this function effectively.
- Lead and direct the effective orientation of new employees, the initial performance assessment period and the effective placement of employees.
- Develop targeted retention strategies, such as performance management, career planning, remuneration and benefit plans and proactively monitor departure risks of critical skills and implement mitigation plans in close liaison with the relevant HOD and or CEO.
- Set and monitor the Employment Equity objectives and processes of the Bank and Serve as the Chairperson of the Consultative Employee Forum Committee.
- Lead and direct the employee relations function of the Bank, including an advisory service to management on matters pertaining to development, discipline and grievances, facilitating regular staff consultations and communications processes, monitoring the work climate, overseeing the employee wellness program and activities, facilitating the job evaluation and grading processes, validating the remuneration strategies against the market and ensuring internal and external equity and managing the performance management processes.
- Lead salary negotiations and lead and direct the administration of the DBN Housing Scheme.
- Provide an advisory service to management and address particularly difficult problems and conflict situations as and when required.
- Maintain communication and client relations complying with the stakeholder engagement guidelines, the corporate communications plan and the mandate of the Bank.
OPERATIONS SUPPORT MANAGEMENT
- Lead and direct the management of all DBN properties, i.e. maintenance, rental and return considerations, ensuring physical security and safety of all staff, physical assets and buildings.
- Lead and direct the effective management of assets and facilities within the DBN through staff and service providers, ensuring the implementation of asset control measures, the performance of scheduled depreciation, write-offs and replacement of all assets and maintaining compliance with the relevant legislation.
- Lead and direct the maintenance and continuous improvement of the procurement processes of the Bank, including the tender/quotation process.
FINANCIAL MANAGEMENT
- Lead and direct the annual work plan meeting to devise the departmental budget for approval, and monitor and control the departmental budget spending by evaluating relevant reports and documents received.
PEOPLE MANAGEMENT
- Supervise and review departmental functions and staffing requirements, engage in the recruitment and selection process and decision making, set performance targets and monitor productivity, conduct performance reviews, provide feedback and coaching, address and monitor development needs, maintain clear communication channels and share information effectively, and resolve high level queries, problems and conflict situations.
EDUCATION, EXPERIENCE AND SKILLS
- A relevant Bachelor’s degree in Human Resource Management or Industrial Psychology (NQF level 7) from an NQA recognized tertiary institution.
- At least 10 years’ experience as an HR generalist, of which 4 years in an HR management role, with exposure to development and implementation of policies, procedures, processes and systems within the HR field.
- A strategic perspective in decision making, an ability to organize and set objectives and to manage and control.
- A high degree of organizational awareness.
- Excellent ability to collaborate and to build relationships.
- Excellent customer orientation/focus.
- Resilience and the ability to make sound decisions.
- A robust ability to solve problems and to troubleshoot.
- A well-developed interpersonal sensitivity and intercultural intelligence.
- A proven ability to motivate teams and to delegate effectively.
