MINISTRY OF WORKS AND TRANSPORT CALL FOR UNEMPLOYED LAW GRADUATES The Graduate Lawyers and Admitted Conveyancers will be responsible for identifying any encumbrances, servitudes, caveats, or restrictions affecting Government-owned immovable properties, as well as providing legal support to valuation teams.
Key Responsibilities
- Legal and Regulatory Review: Conduct legal due diligence on Government-owned immovable properties and Review title deeds, deeds office records, and property ownership documentation. Identify any encumbrances, servitudes, caveats, or restrictions affecting the property.
- Documentation and Record Verification: Assist with verification and compilation of property documentation, including leases, allocation records, and occupancy status. Confirm whether properties are lawfully occupied or illegally occupied.
- Legal Support to Valuation Teams: Provide legal input regarding land tenure, zoning, land use rights, and restrictions that may affect property value. Assist valuers in interpreting legal implications affecting valuation outcomes and support the preparation of supporting legal notes within valuation reports.
- Site Inspection Support: Accompany valuers during physical inspections where necessary. Record legal and occupancy-related observations during site visits and assist in documenting disputes, boundary issues, or potential legal risks related to properties.
- Report Preparation and Compliance: Assist with drafting legal sections of valuation reports. Ensure reports align with relevant statutory and policy frameworks and compile legal summaries relating to property status.
Requirements
- Minimum Qualifications: Bachelor of Laws (LLB) degree from UNAM.
- Admission as a Legal Practitioner in Namibia (optional but advantageous).
- Candidate legal practitioners may also apply.
- Basic knowledge of: Property law
- Government asset management frameworks
- Administrative law and public sector procedures
- Ability to interpret title deeds and property-related legal documents.
- Willingness to travel within assigned regions for property inspections.
- Strong legal research and analytical skills.
- Good report-writing and documentation abilities.
- Attention to detail in document verification.
- Ability to work in multidisciplinary teams with valuers and technical professionals.
- Exposure to conveyancing, property law practice, or deeds office processes.
- Experience working with government property or land administration.
