Description of the Financial Manager Position
The Financial Manager will be responsible for the overall financial management of the
ADSWAC project execution, as well as ensuring excellence in the maintenance of control,
management and reporting of financial information and will maintain the complete set of
books for all financial transactions in accordance with generally accepted accounting
principles and provide accurate financial statements in a timely manner in Namibia.
(S)he will also be expected to provide basic accounting support, training and supervision to
the staff in an effort to build their capacities in proper financial management.
(S)he will be a key member of the National PMU in Namibia. (S)he will be stationed in
Ongwediva, at DAPP’s Finance Office. Regular travel may be required to the project areas in
the Kavango Regions, and to Windhoek, Namibia and Angola.
The Financial Manager will work in close collaboration with and reports to DAPP’s national
management. DAPP’s national teams- Economy and Administration, Project Coordination and
Partnership- will provide oversight and backstopping support, will approve reports, key
decisions and funding requests, and provide specific technical services where needed.
Overall Tasks and Responsibilities
Manage finances, budget and administration for Namibia national expenses;
Ensure that all project funds are used in accordance with the conditions of the grant
agreements, with due attention to economy and efficiency, and only for the purposes for
which the funds are intended for;
Ensure that designated accounts are maintained in accordance with the provisions of the
financing agreement and in accordance with OSS regulations, rules and procedures;
Ensure that all necessary supporting documents, records and accounts are kept in respect
of all project activities, with clear linkages between the books of account and the financial
statements presented to the financiers;
Ensure that the financial statements are prepared in accordance with OSS requirements
and with standards in DAPP Namibia;
Analyse revenue, expenses, cash flows, and balance sheets and ensures timely and
accurate financial and filing systems;
Elaborate financial status and reports for Namibia national expenses;
Send final status and reports for Namibia to RPMU; and
Secure audit preparations.
Specific Tasks
Ensure strategic financial management of the project;
Ensure financial management and accounting monitoring as well as financial reporting
relating to the various operations on a monthly, semi-annual and annual basis as defined
by the Grant agreement;
Adhere to OSS and DAPP policies and procedures;
Review project accounts of the Namibian PMU in regard to information and
documentation;
Observe the administrative procedures’ compliance with AF and OSS policies and
procedures;
Evaluate expenditure per district / municipality and activity and provides monthly status
and recommendations to the National Coordinator & DAPP management;
Ensure project financial monitoring for National activities, including accounting and
reporting
Manage project execution related funds and related financial operations
Prepare financial plans and statements for national activities
Manage project execution related funds and related financial operations;
Elaborate the semi-annual and/or annual aggregated situations and submit them on time
to OSS;
Review monthly, semi-annual and annual financial reports for Namibia;
Develop training modules to address training needs for financial management and
support in the training sessions; and
In connection with financial reporting, the Financial Manager must:
Ensure the project financial monitoring for National activities, including accounting and
reporting functions;
Prepare financial situations for national activities;
Elaborate the semi-annual and / or annual aggregated situations and submit them in a
timely manner to REE Angola and OSS;
Check the PMUs monthly, semi-annual and annual financial reports;
Monitor the PMUs annual audit missions and participate in the ones organized by OSS;
Check the reconciliation statements of the PMU, ensure their consistency with the
financial situation of the related PMU and propose any adjustments;
Strengthen financial systems and processes of the project; and
Any other tasks assigned required.
4. Reporting
Reports to DAPP’s national teams- Economy and Administration, Project Coordination and
Partnership, the Regional Coordinator, Project Director and RPMU in Angola;
Financial reporting to REE Angola and OSS, as per defined requirements in the Project
Implementation Manual (PIM) , DAPP’s national teams- Economy and Administration, Project
Coordination and Partnership.
5. Required Experience and Qualifications
Bachelors’ degree in Accounts and Finance or equivalent.
At least 4-5 years demonstrable experience in a comparable role, including financial
management of large and complex contracts, developing and managing annual budgets,
and ability to manage consultants;
Ability to interpret financial procedures and standards and their application
Excellent quantitative and analytical skills;
Computer-literate including accounting packages such as Sage 200 and well-versed in the
use of Excel, Word and basic data base set-ups;
Fluency in English required;
Must be a Namibian national, or resident;
References required;
Experience in internal controls is required;
Bookkeeping experience in accounts receivables, accounts payable and reconciliation;
Demonstrated leadership abilities and Supervision skills;
Excellent interpersonal /communication skills; ability to work in a team environment;
Ability to work independently and leverage limited resources and staff for maximum
impact;
Experience working with NGOs and knowledge of project management would be an asset;
and
Good public relations skills and ability to multi task; Adaptable and flexible.
6. Remuneration
Monthly remuneration between USD 550.00 and USD 571.20 (includes social security, taxes
and legally bound bonuses); In compliance with the ADSWAC project budget.
7. Contract Duration
1 year performance-based contract with possible renewal for up to 5 years.
8. Work Station
The Finance Manager will be stationed in Ongwediva, Namibia, with supervision visits to the
project Execution area required.
