REPORTS TO: CLINIC MANAGER
MAIN PURPOSE OF THE JOB
The Finance Officer reports to the Clinic Manager and is in charge of managing the financial and
administrative systems, procedures, and operations, and providing strategic advice on financial and
administrative matters.
MINIMUM EXPERIENCE/KNOWLEDGE
» Extensive knowledge and experience in modules of the Integrated Financial Management
System (IFMS) (Payroll, Accounts Payable, Accounts Receivable, General Ledger), budgeting,
compilation of financial statements, reconciliation of suspense accounts;
» Computer literacy;
» At least 5 years or more experience working with finance, administration, procurement,
contracts, and logistics.
Preferred
» Knowledge of accounting software i.e. SAGE Pastel, ORACLE, etc.;
» At least 3 years experience in the management of grants and sub-award financial
monitoring;
» A valid driver’s license;
» Have experience in formulating donor reports;
» Youth friendliness and non-judgemental attitude towards young people;
» Exercise ethical practices, respectful conduct and behavior towards internal and external
stakeholders, and equitable treatment of others in all activities.
DUTIES AND RESPONSIBILITIES
Financial
» Provide fiscal leadership in the implementation of the project, ensuring the project can
effectively and responsibly use donor resources to meet organizational goals;
» Responsible for the financial systems of the project, including project budgeting and
financial monitoring.
» Be the principal financial representative of the project as well as coordinate the financial
functions and support including management of the accounts;
» Develop the financial plans, to include monitoring and reporting systems that meet
organizational and donor requirements and manage contracting activities including subagreements.
Administrative:
» Manage all procurement and contracts/subcontract administration activities and assure
compliance with organizational and donor policies;
» Implement fraud mitigation practices and ensure systems and processes are implemented
effectively to support the implementation of the award.;
» Meet legal, auditing, and contractual responsibilities.
» Review and approve time sheets of relevant staff;
» Maintain external relationships with service providers to ensure the efficiency of the office
systems, supplies, premises, and equipment.;
» Contribute to the organization of meetings, conferences, events, and actions;
» Oversee logistics and other administrative tasks required.
PREFERRED SKILLS
» Excellent oral and written communications skills in English;
» Proficiency with Microsoft Office;
» Ability to work as a member of a team;
» Ability to work under pressure, plan and prioritize workload;
» Thorough knowledge and understanding of professional accounting principles, theories,
practices and terminology as well as principles and accepted procedures associated with
Donor regulations are highly desirable;
» A high level of analytical skills and demonstrated sound ethical judgment is required, as this
position requires independent judgment with regard to ONE Economy Foundation
financial management, procurement, administration, contract and grants policies and
regulations;
» Familiarity with compliance regulations and the Federal Acquisition Regulations (FAR).
REQUIREMENTS/QUALIFICATIONS
» Degree or higher in Finance, Accounting, Business Administration, Economics or other
relevant field from an accredited institution.
Preferred
» Professional qualification in CPA (Certified Public Accountants), ACCA (Association of
Certified Chartered Accountants) or CIMA (Chartered Institute of Management Accountants)
will be an added advantage.
