Primary Purpose of the Job:

To plan, direct, control and administer the financial affairs of the Town Council in such a way as to attain overall financial objectives and to ensure long-term financial health. To formulate and recommend financial policies, procedures and programmes for the Town Council through sound financial planning and analysis techniques. To advise the Chief Executive Officer with regard to financial systems, strategy and financial management and control. To plan, direct and coordinate overall Human Capital Strategy for Council, develop and implement policies and procedures, and to provide counsel and assistance to all levels of management through specialized Human Capital service practitioners. To advise on matters related to industrial relations, and to oversee and facilitate internal organizational interventions/development and Human Capital projects to improve the implementation thereof.

Minimum Requirements:

• Grade 12 Certificate and

• Bachelor’s Degree at NQF Level 7 in Accounting and Finance or Business Administration/Management or Human Resources Management.

• Five (5) years in Accounting and Finance/Human Resources Management of which at least three (3) years should be in Supervisory capacity.

• Sound managerial labour, Sound financial management knowledge, Sound Human Resources Management knowledge, Sound analytic and reasoning ability, Sound interpersonal, communication and presentation skills.

• Must be a Namibian Citizen.

• Valid Code B Driver’s License.

• No Criminal Record (attach a certified copy of Certificate of Conduct not older than 6 months).

• Master’s Degree at NQF Level 8 in Finance or Business Administration/Management or Human Resources Management will be an added advantage.

• Managerial experience in local authority environment will be an added advantage.
