EXECUTIVE DIRECTOR – Namibia Institute of Public Administration and Management (NIPAM)

The Namibia Institute of Public Administration and Management (NIPAM) was established by an Act of Parliament, the
NIPAM Act 2010 (Act 10 of 2010). The purpose of NIPAM is to transform the public service in Namibia through improving
management, leadership, and professional competencies. It also aims to foster a climate of purpose, values and professional
traditions amongst public sector employees.

PURPOSE OF ROLE:
To strategically lead and manage NIPAM, towards effectively and efficiently executing its national mandate, through passionate, competent people who demonstrate an unwavering commitment to the organisation’s core values on the journey of achieving NIPAM’s strategic imperatives aligned to its vision.

PERSON SPECIFICATION (MINIMUM REQUIREMENTS):
• A relevant Master’s Degree at NQF Level 9.
• Ph.D. Qualification or any other additional relevant qualification/certification will be an added advantage.
• Minimum 5 years’ experience at executive management level in an organisation of equal size and complexity.
• Proven track record and experience in strategy design and execution, as well as overall business management, in an organisation of equal size and complexity.
• Must have demonstrated proven visionary and transformational leadership managing an organisation or department covering afore mentioned KPA’s.
• Sound knowledge of the functioning of the Public Sector, national structures and protocols, and economic development will be an advantage.
• Demonstrated experience in Academia and Business management experience in the private sector will be an advantage.
• Strong working knowledge of relevant corporate control (corporate governance).
• Excellent communication, negotiation, and facilitation skills in a diverse environment.
• Excellent people skills, being people- and service-centred.
