Direct Supervisor: Director General Customs
Job Purpose:
To lead the Customs Trade Facilitation Department.

Minimum Qualifications:
- A relevant, internationally recognised Master’s Degree (NQF 9).
Minimum Experience:
- Eight (8) years’ relevant experience.
Professional Registration:
Valid Drivers’ License.
Professional certification or accreditation will be an added advantage.
Key Performance Areas:
- Accountable to the Director General Customs regarding the overall performance of the Customs Trade Facilitation Department.
- Manage the Customs Trade Facilitation Department including overseeing the Manager: Customs Compliance Programme; Manager Client Services and Procedures; and Personal Assistant.
- Oversee the development, review and implementation of all relevant policies, procedures, and protocols.
- Participate in the strategic- and operational planning and execution processes of NAMRA.
- Implement the Trade and Facilitation Customs Departmental Operational Plan within delegation of authority.
- Monitor and evaluate the departmental performance against strategic- and operational plans.
- Oversee the management of the Trade Facilitation Customs function.
- Direct the applications under various trade agreements; delegate the vetting of such applications and determine those that qualify to trade under the agreements.
- Oversee the advice provided to Government and the business community on the implementation of origin rules as applicable under African Growth and Opportunity Act (AGOA) and other relevant trade agreements.
- Manage the promotion of trade amongst international/foreign countries and ensure appropriate liaison with the Policy and Partnerships Division.
- Develop in-depth understanding of the trade environment and strategic enablers as well as bottlenecks for effective trade.
- Ensure that appropriate advice on matters relating to the Multi-lateral Trade Agreements are provided to members of the public either in writing or verbally.
- Guide and lead the Customs Trade Facilitation Department and oversee the implementation of performance management to capacitate the Department in executing its functions aligned with NAMRA’s vision and mission.
- Account for the compilation, submission, and execution of annual Departmental budgets to the Director General Customs.
- Develop and prepare funding proposals and reports against project and programme-based budgets.
- Maintain prudent financial management and reporting controls.
- Establish and maintain strong internal and external stakeholder relations and collaborate with relevant industry stakeholders as required.
- Any other function delegated or related to the position.
