Direct Supervisor: Director General Customs

Job Purpose:

To lead the Office of the Director: Border Control and Operational Compliance Unit.

Minimum Qualifications:

• A relevant, internationally recognised Master’s Degree (NQF 9).

Minimum Experience:

• Eight (8) years’ relevant experience.

Professional Registration:

Valid Drivers’ License.

Professional certification or accreditation will be an added advantage.

Key Performance Areas:

• Accountable to the Director General Customs regarding the overall performance of the Office of the Director: Border Control and Operational Unit of the Customs: Border Control and Operational Compliance Department.
• Manage the Office of the Director: Border Control and Operational Unit of the Customs: Border Control and Operational Compliance Department including overseeing the Manager Central Region; Manager Hosea Kutako International and Eros Airport; Manager Northern Eastern Region; Manager South Region; Manager Western Region; and Personal Assistant.
• Oversee the development, review and implementation of all relevant policies, procedures, and protocols.
• Participate in the strategic- and operational planning and execution processes of NAMRA.
• Implement the Departmental Operational Plan within delegation of authority.
• Monitor and evaluate the departmental performance against strategic- and operational plans.
• Oversee the management of the Customs: Border Control and Operational Compliance function, air control operational compliance, and overall management of passenger control.
• Oversee implementation of clearance and customs operations and overall management of risks.
• Guide and lead the Office of the Director: Border Control and Operational Compliance Unit of the Customs: Border Control and Operational Compliance Department and oversee the implementation of performance management to capacitate the Department in executing its functions aligned with NAMRA’s vision and mission.
• Account for the compilation, submission, and execution of annual Departmental budgets to the Director General Customs.
• Develop and prepare funding proposals and reports against project and programme-based budgets.
• Maintain prudent financial management and reporting controls.
• Establish and maintain strong internal and external stakeholder relations and collaborate with relevant industry stakeholders as required.
• Any other function delegated or related to the position.
