Key performance areas:
To assume responsibility for the overall management of lecturing personnel and overseeing all operational systems to support the Strategic Education Programme planning, implementation and monitoring and evaluation of the Maritime Education Reform Strategy in all Three Fields;
Substantively contribute to the Governance of the Maritime Education Programme through the Development, Implementation and Monitoring of Education policies, strategies and Educational Technical Instructions;
Play a lead role in overseeing all aspects of Financial and Budget Planning at all the Departmental levels;
Co-ordinate with the Department of Human Resources on all matters related to Performance Management Systems, Classifications, Gradings, Entitlements and Human Resources Planning for all Academic Ddepartments.
Ensure the efficient and effective attainment of academic operation goals and objectives;
Manage Institute resources in accordance with Strategic Plans;
Develop and maintain harmonious working relationships among all key stakeholders;
Contributes to the Organizational Development of the Institute, including Need Analysis, Innovation, Planning and Implementation; and
Represent and support the Director’s office on special and ad-hoc assignments; act for the latter during his/her absence.
Requirements:
A recognized Bachelor Degree in one of the following fields: Management Studies, Business Studies, Education or Maritime Studies or equivalent.
Possession of an MBA or Master Degree in a relevant field would be an advantage.
A minimum of seven (7) years of experience in the relevant field, of which Five (5) years should have been at Senior Management level.
Good knowledge of the maritime and fisheries legislation will be an advantage.
Working in a multi-cultural organization the applicant should possess good interpersonal relations.
The successful candidate should have strong commitment to contribute to the Building and Developing of the Institute in the best interest of Namibia and should also ensure that the Institute meets the International and National Training Requirements.
The successful candidate should be fluent in written and spoken English.
Computer Literacy.
Be in possession of Code B Driver’s License.
