Post Designation : Deputy Director Grade 4
1x Post : Windhoek
Salary scale : N$478,220 – N$502,753
Motor Vehicle Allowance : N$102, 701 per annum
Housing allowance : N$68,188 per annum
Minimum Requirements: A Bachelors – Degree at NQF Level 7 in Economics,
Development Studies, Business Administration or Public Policy and Administration plus 9 years
appropriate experience in Planning, Research, Economics, Town or Regional Planning. A
Master degree in the above will be an additional advantage.
Key responsibilities:
Serve as the head of the Division;
Compliance with – and interpretation of the Constitution of the Republic of Namibia,
Public Service Act,1995 (Act, No. 13 of 1995) State Finance Act, 1991(Act, No. 31 of 1991)
Labour Act, 2007 (Act No 11 of 2007); Procurement Act, 2015 (Act No 15 (2015), Public
Service Staff Rules and all other Acts & Regulations governing the Public Service of
Namibia;
Ensure the identification, formulation, preparation, appraisal and implementation of
Ministerial and veterans programmes and projects;
Develop plans, programmes and projects for veterans;
Compile guidelines for the development of the feasibility studies, project appraisals and
setting of projects priorities with a view of identifying challenges faced by veterans;
Ensure Monitoring and Evaluation system for programmes and projects are in place;
Develop/Implement, Monitoring and Evaluation system for programmes and projects to
ensure that they are in line with national, regional and sectoral goals;
Compile and manage project data for effective and efficient control and monitoring of
programmes and projects under planning and execution;
Compilation of required reports on developmental projects of the Ministry and for
veterans;
Compile short-term and long-term programmes and projects planning to the Director for
purposes of the Development budget to be submitted to the National Planning
Commission;
Prepare Sectoral Issue Papers and mid-term reviews on the needs of the Ministry which
will be submitted to the National Planning Commission;
Ensure that the Government policies, regulations and procedures regarding programmes
and projects are adhered to and maintained in the Division;
Provide input on policy issues;
Provide input on Parliamentary matters related to the activities of the Directorate as well
as legislation.
NB:
Shortlisted candidates may be subjected to a written interview.
Security vetting will be conducted on the first three highest scorers after the oral
interview.
