Minimum Requirement: An appropriate Bachelor’s Degree on NQF level 7, plus nine (9)
years’ experience in the Accounting and Finance field.
Supplementary Requirements: Should have five (5) years’ experience as a Chief
Accountant Grade 6 level or equivalent level. Proven working experience in the Pastel
System (Proof must be attached).
Responsibilities: This job category includes personnel involved at an operational level with
the determination and execution of policy, organization, financing, personnel provisioning
and utilization; the determination of procedures and control as well as the making of
decisions and liaising of certain functional activities.
Main Duties:
Prepare calendar budget for the Regional Council.
Regulate Regional Council expenditure in line with the Treasury Instructions and
Financial Accounting Guidelines.
Coordinate and regulate financial activities of delegated functions.
Develop and review the Financial Management Policy of the Regional Council.
Develop guidelines on accounting systems for the Regional Council.
Prepare submissions on virementation for approval.
Monitor the Regional Councils’ expenditure and submit quarterly reports on budget
expenditure and revenue to the Director.
Participate in the formulation of the Council Strategic Plan.
Manage, coordinate and monitor financial planning and capacity building support to
settlements and constituency offices.
Consolidate Regional Council budget and attend to all financial audit queries.
Verification of the submission of the VAT return to the Ministry of Finance.
Responsible for budget preparation, implementation and control.
Carry out any duties other official duties assigned from time to time.
