Minimum Requirements:
A B-Degree in Anthropology or Archaeology or Archaeological Tourism or Cultural Studies or Heritage Management or History or Museology or Palaeontology or related field of studies at NQF L7 plus nine (9) years’ appropriate experience.
Supplementary Selection Requirements:
• An appropriate Degree in Anthropology or Archaeology or Archaeological Tourism or Cultural Studies or Heritage Management or History or Museology or Palaeontology or related field of studies on NQF L7 (or equivalent qualification), nine (9) years of experience with at least three (3) years at managerial level.
• A Master’s Degree (NQF L9) in Anthropology or Archaeology or Archaeological Tourism or Cultural Studies or Heritage Management or History or Museology or Palaeontology or related field of studies will be an added advantage.
• The candidate must have been at the level of a Deputy Director or equivalent for at least three (3) consecutive years.
• Appropriate experience and knowledge in the management of Heritage (Tangible/lntangible: Natural/Cultural: Movable/ Immovable).
• Applicants must be Namibian citizens and/or present a valid Permanent Residency Permit.
• Candidates must have a valid Driver’s License.
• Excellent track record of resource mobilization, proposal writing, project implementation as well as monitoring and evaluation.
• Extensive experience in working within a multi-cultural, diverse and international context (s).
• Experience in working with Regional and International agencies, especially UNESCO including sound knowledge of all UNESCO Culture Conventions ratified by Namibia.
• An excellent track record of team building and coordination.
• Ability and confidence to communicate, both oral and written forms (in English).
• Knowledge of one or more Namibian Indigenous languages will be an advantage.
• Proficient level of computer skills (MS Word, Excel, and PowerPoint) is essential.
This position deals with the following responsibilities and needs to be filled urgently:
• Providing and contributing to the provision of high quality advise on Cultural and Heritage legislation locally, regionally and at international level.
• Planning and supervision of the operations and work activities of the Directorate of National Heritage and Culture Programmes (DNHCP).
• Implementing and reviewing of the operations and work activities of DNHCP.
• Planning and supervising of the operations and work activities of the National Museum of Namibia (NMN).
• Implementing and reviewing of the operations and work activities of the NMN.
• Leading a programme of policy and guidance development aimed at supporting prudent decision making relating to the Heritage and Culture mandate of the Ministry.
• Reviewing and developing operational policies and procedures relating to the Ministry’s Heritage mandate.
• Leading the ratification, domestication, implementation and monitoring of relevant international cultural instruments and conventions in respect of culture.
• Overseeing the conceptualization, development and maintenance of a comprehensive information management system for the heritage sector in Namibia.
• Supervise and be responsible for quality assurance of the operations of all State Owned Enterprises (SOEs), Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), and affiliate entities receiving budgetary allocations through the Directorate.
• Maintaining close contacts with key partners and stakeholders influenced and impacting on the operations of the sector, i.e. Communities. Traditional Authorities, Local and regional Councils, Youth, Women, Schools and Persons living with Disabilities.
• Leading the formulation, implementation and monitoring of Directorate Strategic Plans and related development frameworks.
• Overseeing periodic assessments, reviews and monitoring of all annual and development plans as relates to the sector.
• Empowering the Heritage and Culture leadership team to set and drive the strategic direction of the Heritage and Culture mandate of the Ministry.
• Drawing up of budgets and ensuring efficient and effective execution of national budgets and funds sourced though various partnerships and ensure compliance.
• Overseeing the compilation and publication of Directorate Annual Reports and other statutory documents.
