Scale of Salary : $328,139– N$392,158
Housing Allowance : N$13,080 per annum
Transport Allowance : N$7,680 per annum Minimum
Minimum requirements: A National Diploma in Public Administration/Business
Management/Logistics at NQF Level 6 plus six (6) years’ experience in the following areas:-
Government procurement system and Pastel, Warehouse and Stock Management System,
Transport, Maintenance, Auxiliary Services and Disaster Response system. Good writing,
verbal communication and presentation skills; as well as computer skills in pastel, excel,
access and power point are a prerequisite. A valid driver’s license will be added advantage.
Job Summary: The incumbent will supervise and manage/give practical guidance to various
staff members, supervisory and operational staff in the Sub-division.
DUTIES AND RESPONSIBILITIES
Review specifications with initiating divisions and facilitate bidding processes for
procurement of emergency relief and other circles of disaster.
Facilitate compilation of annual procurement plan for the Directorate.
Keep and update the directorate’s procurement records and monthly reports
Investigate and report discrepancies experienced with contracts to the Procurement
Management Unit for discussion and further action.
Pass journals on pastel system to correct books of first entry and pass them over to
finance division for payment, production of financial reports and updating the Asset
Register.
Management of DRM warehouse and oversight of regional warehouses
Ensure management of warehousing stock according to warehouse standard operating
procedures (SOP)
Ensure safety standards and compliance to warehouse standard operating procedures
(SOP) in OPM and Regional warehouses. Provide monthly coordinated national and
regional reports to advise NDRMC on quarterly basis.
Provide in- service training to staff members on warehouse management and logistics.
Track movements of commodities between suppliers and warehouses, through
Commodity Management Information System (COMIS)
Ensure monthly reconciliation of received stock against issued purchase orders
Facilitate re-evaluation of the Directorate’s Assets, including buildings
Develop transport contingency plan
Facilitate provision of all kinds of transport for Disaster program on behalf of RC.
Plan weekly and Monthly delivery schedules to the regions, this applies more to donations
Manage the Directorate’s fleet system and coordinate transport provision to the regions
for distribution of emergency relief
Ensure weekly reconciliation of fuel costs against travelled kilometers on vehicles for
proper control
Facilitate monthly approvals for RC to hire vehicles from regional government garages for
disaster programs
Perform any other official duties as assigned
