GOPA Consultants is providing technical assistance to the Ministry of Agriculture, Water and Land Reform under the Programme for Communal Land Development. Under this we are currently seeking applications for the post of Chief Technical Advisor/Team Leader.
The programme has five result areas as follows:
- mapping and registration of land rights,
- integrated regional land use planning and local level participatory planning,
- infrastructure investments for land-based production,
- advisory services for land-based production, and
- MAWLR capacity development at national and regional level
The Programme is funded through a basket fund mechanism jointly contributed to by the Government of Namibia, the European Union, and KfW (German Bank for Reconstruction).
Based in Windhoek at the Ministry, applicants should bring with them the following qualifications
- Postgraduate university degree qualification in relation to land management and/ or rural development/ environment);
- At least 15 years of practical experience in a leading position in rural development, with at least 8 years of that experience gained with international organisations, public sector institutions and/ or funding agencies;
- Proven long term experience in the management of internationally funded consulting services as Team Leader/Chief Technical Assistant in previous similar programmes/projects;
- Very good background in management and financial administration of complex project structures, including administrative procedures and experience in programme/project implementation;
- Very good background in the management of finances and procurement according KfW procedures;
- Proficiency in the English language; excellent oral and written communication skills;
- Experience from working within the southern African region; Namibia would be an advantage
- Team player, who is capable of working under different and sometimes difficult conditions.
The Position is based in Windhoek and operates from within the Ministry Headquarter. Frequent travelling to the project sites is expected.
