Opportunity | Duty Description
Supervises and manages the work and activities of National Development Advisors within the Directorate. Works closely with the Deputy Chief National Development Advice to monitor the implementation of the National Development Plans (NDPs) and provide feedback to the supervisor, to ensure efficient and effective M & E of all programme activities at all times. In collaboration with the Deputy Chief National Development Advice, carry out projects site visits countrywide. Coordinates regular data collection and analysis of statistics and submit progress reports to the Deputy Chief National Development Advice from National Development Advisors. Works with other agencies to gather qualitative and quantitative information which will be used in the planning and monitoring of progress of the NDP. Works closely with the National Development Advisors and Deputy Chief National Development Advice to design activities to strengthen the capacity of line ministries’ staff in M&E through provision of technical support. Participate in the design and implementation of baseline and other surveys according to the approved work plan. Contributes to nation-wide organizational learning by preparing and disseminating data, lessons learned, good practices and statistical, qualitative evidence provided by activities of NPC to stakeholders. Assist the Department’s management in the preparation of Departmental annual work plans. Keep abreast of Namibia and NPC policies that have implications on M&E guidelines and approaches. As member of the NPC management, provide administrative and technical support to other staff members.

A Master’s degree at Namibia Qualifications Framework (NQF) Level 9 in a relevant field (Public Administration, Business Administration, Economics, Monitoring and Evaluation) plus approximately three (3) years appropriate professional experience, specializing in economic analysis, research, economic development, and policy development including a substantial amount of knowledge in monitoring and evaluation. A postgraduate qualification in Monitoring and Evaluation will be added advantage.
Minimum requirements: An Honours degree at Namibia Qualifications Framework (NQF) Level 8 or equivalent qualification in a relevant field (Public Administration, Business Administration, Economics, Monitoring and Evaluation) plus approximately six (6) years professional experience, specializing in economic analysis, research, economic development, and policy development including a substantial amount of knowledge in Monitoring and Evaluation. A postgraduate qualification in monitoring and evaluation will be added advantage.
