CHIEF EXECUTIVE OFFICER:
PATERSON GRADE Fl (5-YEAR CONTRACT)

1. PRIMARY PURPOSE OF THE JOB:

To manage the affairs of the Local Authority Council according to the provisions stipulated in the Local Authority Act No. 23 of 1992, as amended.

2. KEY PERFORMANCE AREAS:

• Implementation and maintaining of the 5 year Strategic Plan.
• Policy development and implementation.
• Budget control.
• Accounting officer in terms the Local Authority Act No. 23 of 1992, as amended.
• Human Resources Management and Maintenance of Discipline.
• Projects Management.
• Corporate Communications and Customer care.
• Risk Management.

3. MINIMUM REQUIREMENTS:

• Recognized NQF Level 8 Degree in Business Administration/Public Management/Administration
• Master’s Degree in any of the above fields will be an added advantage.
• Plus 9 years’ experience of which 5 years should be at senior management level.
• 5 years at senior management level in local authorities will be an added advantage
• Code B Driving license
• All foreign qualifications must be accompanied by an evaluation reports from NQA.
• No criminal records

4. KNOWLEDGE AND SKILLS:

• Mentorship, Coach and Motivator
• Interpersonal skills
• Good leadership skills
• Knowledge of relevant legislatives and local authority financial disciplines
• Knowledge of corporate governance principle
• Knowledge of national development plans
