CHIEF EXECUTIVE OFFICER
(5 – YEAR CONTRACT)

The City of Windhoek requires the services of o suitably qualified, experienced and visionary Chief Executive Officer (CEO) who shall be responsible for ensuring the effective execution of Council resolutions in addition to directing the administrative affairs of the Municipal Council of Windhoek in line with relevant policies and legislation. This is a contractual position for a period of five (5) years, reporting to the Council.
Purpose of the job
As an Accounting Officer of the Organisation, the role serves to drive the implementation and achievement of City of Windhoek’s current and future strategic direction ultimately ensuring delivery of strategic and operational key performance results and outcomes, throughout the Organisation. The CEO shall lead an executive team of Strategic Executives to ensure the achievement of Council’s strategic intent and identified strategic objectives through departmental/functional management areas across varied disciplines by means of principles of good corporate governance, innovation, continuous improvement and operational best practices.

JOB REQUIREMENTS:
- Namibian Citizen
- Masters Degree in Business Administration I Strategic Management / Business Leadership / Leadership and Change Management (or equivalent)
- A minimum of ten (10) years corporate experience of which seven (7) years served at executive management level.
- The completion of a Executive Development Programme would serve as an added advantage.

REQUIRED KNOWLEDGE:
- Local Government sector, policies and applicable legislation.
- Institutional governance systems and performance management.
- Procurement Policy Frameworks and good governance principles.
- Project conceptualisation and resourcing, including funding structuring and investment facilitation.
- Labour Legislation.
REQUIRED SKILLS:
Visionary leadership skills, ability to translate strategies into strategic and operational activities, excellent communication skills, ability to network at corporate and at a political level, relationship management, problem analysis and solving skills, negotiation and influencing skills, strong administration abilities, change management, team building and public speaking skills.
