Institute of Training & Consulting Services (ITCS) was appointed by the Gambling Board of Namibia (GBN) to independently administer and facilitate the recruitment and selection process for the CEO of GBN in compliance with the company policies and governance principles.
Mandate:
The Gambling Board of Namibia (GBN) is a statutory body established in terms of the Gaming and Entertainment Control Act 2028 (Act 13 of 2018).
GBN is responsible for regulating the gambling industry in Namibia. The Board aims to create a competitive field for all stakeholders and ensure that the industry benefits all key stakeholders on a long-term basis without causing harm. The GBN also seeks to develop new solutions for better regulation of the industry in line with the latest industry standards, innovations, and best practices. The Board is affiliated with other gambling regulators worldwide and is committed to enhancing its credibility and global reach through partnerships.

Main Purpose of the Job
The CEO is the accounting and administrative head of the Gambling Board of Namibia and is responsible for the overall leadership, strategic direction, regulatory effectiveness, financial sustainability, operational performance, and corporate governance of the Board. The CEO ensures that the Gambling Board of Namibia fulfils its statutory mandate under the Gaming and Entertainment Control Act, aligns with the Public Enterprises Governance Act (PEGA), and operates in accordance with sound governance, transparency, and ethical standards.

Key Responsibilities
- Provide strategic leadership and direction to ensure the effective regulation of the gambling industry in Namibia.
- Ensure effective licensing, inspection, compliance monitoring, and enforcement of gambling operators.
- Act as Accounting Officer and ensure sound financial management in line with the relevant legislation.
- Implementation and Operationalisation of the Central Electronic Monitoring System (CEMS).
- Prepare and implement annual budgets, strategic plans, and corporate performance agreements.
- Ensure organisational capacity and competencies.
- Represent the Gambling Board in engagements with Government, regulators, industry operators, law enforcement, and the public.
- Develop and implement a responsible gambling programme.
- Maintain strategic relationships with Ministries, public entities, and international regulatory bodies.
- Establish and maintain enterprise risk management and internal control systems.
- Ensure the promotion of transparency, accountability, integrity, and responsible gaming practices across the industry.
Requirements
- A Master’s degree in Business Administration, or Law or any related field, NQF level 9.
- A minimum of ten (10) years’ experience, of which five (5) years should be at the Senior Management level.
- Proven experience in the gambling industry.
- Demonstrated experience in governance, regulation, strategic planning, compliance and institutional leadership.
- Proven financial management and budgeting capabilities.
- Strong understanding of corporate governance principles, risk management and regulatory compliance frameworks.
- Ability to lead multi-disciplinary teams and manage complex stakeholder environments.
- Membership of an internationally recognised institution in Gambling will be an added advantage.
- Knowledge of the gambling industry and the Gaming and Entertainment Control Act of Namibia.
