ABOUT CPBN
The Central Procurement Board of Namibia (CPBN) was established through an Act of parliament of 2015 (Act no. 15 of 2015) as amended with the following objectives:
a) To conduct the bidding process on behalf of public entities for the award of contracts for the procurement or disposal of assets that exceed the threshold prescribed for public entities;
b) To enter into contracts for procurement or disposal of assets on its own behalf or on behalf of public entities awarded by the Board as contemplated in paragraph (a); and
c) To direct and supervise accounting officers in managing the implementation of procurement contracts awarded by the Board.
THE ROLE OF THE POSITION
The Chief Executive Officer is responsible for providing leadership through developing, driving, and executing of the integrated strategic plan and managing the operations of CPBN. The role is also responsible for the effective and efficient execution of the public procurement processes on behalf of public entities in line with the Public Procurement Act, 2015 (No. 15 of 2015), as amended.

⦁ Strategy Formulation, Policy Development, Business Plan Execution and Reporting.
⦁ Effective and Efficient Public Procurement Management in accordance with Public Procurement Act and best practices.
⦁ Prudent and Sound Financial Management to ensure CPBN’s financial sustainability.
⦁ Corporate Governance and Compliance.
⦁ Ensure Competent, Engaged, and Productive Human Capital.
⦁ Stakeholder Engagement.
PERSON SPECIFICATION (MINIMUM REQUIREMENTS)
⦁ A Master’s degree (NQF 9) in Business administration, Management, Commerce, Law, or equivalent.
⦁ At least ten (10) years of experience at the senior management level of which five (5) years should have been at the executive management level in a public/private sector environment with exposure to strategy formulation and implementation.
⦁ Proven track record of stakeholder management.
⦁ Exposure to public procurement, project management or supply chain management will be an added advantage.
⦁ Must be a Namibian national.
