COSDEF (Namibia Community Skills Development Foundation) is a registered Trust co-ordinating the activities of the network of Community Skills Development Centres (COSDECs), Business Development Centres and Arts and Craft Centre, providing competence based skills training to out-of school youths and disadvantaged communities throughout Namibia, to enable them to participate in gainful economic activities.
The Support Unit (SU) provides the policy framework and maintains quality standards, through the provision of administrative and financial assistance and professional advice and guidance to the COSDECs and the Arts and Crafts Centre.
THE FOUNDATION IS SEEKING TO FILL THE FOLLOWING VACANCY:
CENTRE MANAGER – COSDEC BENGUELA
SPECIFIC REQUIREMENTS
- Grade 12
- A relevant Qualification in Management, Business Administration, Education or Training Development (NQF Level 7) equivalent;
- Competency-Based Education Training (CBET) will be an advantage;
- Commitment to community development (ESSENTIAL);
- A minimum of 5 years managerial/supervisory experience, preferably in a training environment;
- Extensive training/education sector experience and/or working with NGOs in Namibia will be an added advantage;
- Excellent Report and Proposal Writing skills (ESSENTIAL);
- Excellent Interpersonal Skills;
- Proven budget and financial experience in an NGO and training environment.
KEY PERFORMANCE AREAS
- Organise training activities in compliance with Foundation policies and goals of the Centre.
- Oversee the implementation of various training programs.
- Establish and maintain administrative systems that support the implementation of the training activities.
- Maintaining sound financial management systems that support the overall management of the centre.
- Planning and reporting.
- Liaise & network with other TVET providers, partners/stakeholders & authorities.
- Managing staff in respect of performances, disciplinary and grievance matters.
Other Competencies
- Knowledge of the Vocational Education and Training Act of No. 1 of 2008.
- Working knowledge of development issues within the community in which the centre operates.
- Ability to engage with multiple stakeholders and industry players within the centre’s catchment area.
- Proven knowledge of essential budgeting and financial management processes and systems.
- Strong analytical, problem solving and decision-making skills.
- Strong management and leadership skills.
- Strong interpersonal and communication skills (verbal and written).
- Excellent report writing skills.
- Excellent organisational skills.
- Proven computer user skills.
- Highly ethical person with high emotional intelligence (EI).
- High stress tolerance levels.
CONTRACT PERIOD: 5 YEARS (Renewable based on Performance)
APPLICANTS MUST:
- Be Namibian Citizens (COMPULSORY).
- Be fully computer literate in the Microsoft Office suite (THIS WILL BE TESTED).
- Have an Unendorsed Driver’s License (COMPULSORY).
- Be willing to travel 30% in country.
- Be able to work with people with different professional and cultural backgrounds.
- Be fluent in English. Knowledge of local languages spoken within the catchment area of the centre will be an additional advantage.
