The Namibia Civil Aviation Authority (NCAA) is a statutory organization established by the Civil Aviation Act No. 6 of 2016 (“the Acr) to ensure safety and security of civil aviation in Namibia and, under the auspices of the Minister of Works and Transport (MWT), to administer Namibia’s treaty obligations in accordance with the Chicago Convention, among others, and to provide for matters incidental thereto.
The NCAA is also categorised as a non-commercial public enterprise in accordance with section 2 of the Public Enterprises Governance Act no. 1 of 2019 (“the PEG Act”).
In accordance with section 12 of the Act the NCAA requires the filling of four (4) vacant Board members and four (4) alternate members to the (substantive) members, of the Board for appointment by the Minister.
The appointments to the vacancies are also required to be made in compliance with section 8 of the Public Enterprises Governance Act of 2019 and thus, in collaboration MWT.
Namibians who are competent, have a strong inclination for ethical leadership and suitably qualified are invited to apply for consideration for appointment as Board Members of NCAA. The term of the Board shall be four (4) years from the date of appointment.
INTERPERSONAL SKILLS INTEGRITY – applicants of strong character with integrity, transparency, and accountability.
EXPERIENCES – applicants with extensive, relevant and sector specific experiences, senior leadership experiences or who previously served as a director on boards either in the public/or private sectors.
STRATEGIC SKILLS -Applicants should possess strong strategic thinking skills, problem solving skills, leadership skills and an understanding of the latest management techniques critical for board membership.
INTERPERSONAL SKILLS -Applicants must have good interpersonal skills to interact with other board members, enterprises and other stakeholders in a professional manner and be able to uphold confidentiality.
AREAS OF EXPERTISE
The Act specifies the following skills sets:
- Aviation industry experience
- Accounting and Financial Management
- Legal qualifications & experience
- Human Capital, Information Communication Technology
QUALIFICATIONS and EXPERIENCE REQUIRED
The Act specifies among others, the following:
- Seven (7) years’ experience in the areas of expertise listed under 2 above.
- Relevant Degree qualifications, and preferably at advanced/ Master’s level.
- Industry licensing experience such as pilot, aviation engineering, air traffic management etc;
- Professional recognition in law, finance, human resources, engineering etc,
- High level executive commercial and corporate management.
- Previous Board experience in a Public Enterprises as well as business experience and or business acumen would be an added advantage.
CRITERIA TO APPLY
All minimum requirements listed in section 3″Qualifications and Experience Required” of this advert apply. In addition the Act specifies among others also the following:
- Must have no criminal record;
- Applicant must not be disqualified in terms of the establishing Act or the constitute document or the article of association and statutes of association of the Public Enterprise;
- Applicant must not be disqualified in terms of the Civil Aviation Act or Public Enterprises Governance Act from being appointed as a director.
- Applicant must not be currently a member of 2 Boards of Public Enterprises
- Must be a Namibian citizen.
