THE POSITION REPORTS TO THE MANAGER: AML & INSPECTIONS
JOB PURPOSE
The purpose of this position is to monitor and supervise compliance with the provisions of the Financial Intelligence Act, 2012 (Act No.13 of 2012) (“FIA”), the Prevention and Combating of Terrorist and Proliferation Activities Act, 2014 (Act No.4 of 2014) (“PACOTPAA”) and subordinate instruments, and to liaise with all relevant bodies and stakeholders in executing NAMFISA’s AML/CFT/CPF supervision mandate in line with the organizational strategic objectives.
KEY ACCOUNTABILITIES
- Assess Accountable Institutions (AIs) and Reporting Institutions (RIs) to identify Money Laundering (ML), Terrorist Financing (TF) and Proliferation Financing (PF) risks and develop risk profiles of AIs and RIs
- Ensure AML/CFT/CPF measures adopted by AIs and RIs commensurate with the ML, TF and PF risks
- Conduct risk-based AML/CFT/CPF onsite and offsite inspections in line with inspections plan and procedures
- Compile AML/CFT/CPF compliance assessment reports
- Assess progress of AIs and RIs on remediation and compile feedback reports
- Identify non-compliance of AIs and RIs and recommend proportionate and dissuasive enforcement actions
- Prepare input for various reports including the bi-annual report to the FIC on NAMFISA’s AML/CFT/CPF supervisory activities
- Prepare input for the AML/CFT/CPF annual supervisory plan
- Provide guidance or training to AIs and RIs to amongst others enhance understanding of AML/CFT/CPF obligations
- Ensure regular interaction with AIs and RIs to amongst others identify compliance challenges and
- Ensure regular interaction with the Financial Intelligence Centre
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree with special emphasis in the areas of auditing, law, business and/or finance (i.e. project management, accounting and economics)
- Three (3) years AML compliance experience; and
- Certification in Anti-Money Laundering (AML) will be an advantage.
