The Namibia Civil Aviation Authority (NCAA) is the statutory body responsible for regulating civil aviation in Namibia, established under the Civil Aviation Act of 2016. Headquartered in Windhoek, the authority took over the regulatory functions previously carried out by the Directorate of Civil Aviation within the Ministry of Works and Transport, commencing operations in 2019. Its mandate includes aviation safety oversight, aircraft registration and airworthiness certification, licensing of aviation personnel and air operators, and oversight of aviation security within Namibian airspace. The NCAA also exercises economic regulatory functions over aviation service providers, working alongside state entities such as the Namibia Airports Company. In its role as national regulator, it supports Namibia’s adherence to the international standards of the International Civil Aviation Organization (ICAO).
