PAYROLL OFFICER

ABOUT THE NCRST:
The National Commission on Research, Science and Technology (NCRST) is a State-Owned Enterprise established in terms of section 4 of the Research, Science and Technology Act, 2004 (Act no. 23 of 2004) with a primary role of promotion, coordination and development of Research, Science, Technology and Innovation in Namibia.
The NCRST hereby invites applications from suitably qualified individuals to apply for the following position:
PAYROLL OFFICER
Job Grading Paterson B2
Primary Purpose of Position:
The primary purpose of this position is to administer and maintain the organisation’s payroll database and to perform the input and processing of the payroll, ensuring the correctness and timeliness of staff remuneration.
Key Performance Areas:
• Receive salary advice documents on salary advances and bonuses from the HR Manager
• Prepares report (e.g PAYE and SSC) and forwards to finance department for payment
• Administers membership of all new appointments with external service providers (Medical, Social Security, Pension fund and Inland Revenue)
• Calculate leave gratuities required for budgetary purposes and for the monthly input
• Administer deductions from employee salaries with regard to housing loans as well as court order and attachment orders
• Issues employees with PAYE certificates at the end of each tax year and practices
• Arranges for leave- and 13th cheque payouts.
• Compiles a submission to be approved by the CEO if the employee has been found unfit for work and drafts a letter of notification of medical discharge to the relevant employee.
• Processes deductions with regard to salary advances and checks that approval has been granted
• Arranges and processes Pension and Social Security claims and pay-outs as soon as possible and ensures that all relevant supporting documents accompany the claim, depending on the nature of the termination is correct.
• Updates electronic information with regard to salary structures, housing subsidies, rent allowances, etc. on a monthly basis and provides the immediate superior with feedback on any changes identified for rectification
Minimum Educational Qualifications and Experience:
Grade 12 [NQF 3] plus a relevant Certificate in Human Resource and in Payroll System
Excellent knowledge of Payroll Systems
Experience in Sage 300 People Payroll system will be an advantage.
Skills and Attributes Required:
• Good communication and interpersonal skills
• High level of integrity, numerical and a meticulous eye for detail.
• Organisational and planning skills
• Sound knowledge of all relevant labour legislation, Income Tax Act and Labour Act.
• Knowledge of the following software: VIP payroll and SAGE 300 People
• Advanced computer skills with proficient working experience of the MS Office package.
