The Namibian Competition Commission (NaCC) is established in terms of the Competition Act (Act No. 2
of 2003). The Commission is looking for a dynamic, hard-working, proactive, and forward-thinking individual to assist the Commission in achieving its strategic objectives as defined in its Strategic Plan.

POSITION: OFFICER ADMINISTRATION & PROCUREMENT: (PATTERSON GRADING -C3)
Job purpose
To coordinate, execute and perform all procurement and administrative support functions for the Commission which includes cleaning services, transport services, security services.
This position reports to the Manager Finance.
This is a specialist position, and the incumbent is expected inter alia to:
Key Responsibilities
• Facilitate all procurement activities of the Commission as per the Public Procurement Act, Act 15 of (2015) as amended and public procurement regulations.
• Facilitate the development of the annual procurement plan of the Commission.
• Coordinate amendment of internal organizational structure in conjunction with the procurement policy unit.
• Serve as the secretary of the procurement committee.
• Administer the Commission’s procurement and tender administration functions as the head of the Procurement management unit (PMU).
• Ensure procurement standards are maintained and procurement policies and prescribed practices are adhered to.
• Ensure the existence of a verifiable procurement authorization trail. Act as the “procurement advisor” and “official buyer” to the entire Commission.
• Administer and coordinate the Commission’s centralised purchasing system i.e., receiving,
recording, and dispatching quotations to the relevant Divisions.
• Agrees with Manager Finance on the format and detail requirements of the asset register as well as depreciation times.
• Records all assets of the Commission on the register detailing all aspects required.
• To maintain the Commissions Fixed asset register.
• Procure and ensure the registration of all Commission’s vehicle(s) with NATIS and maintains all records of the registration thereof.
• Monitor, administer & report on all Commissions vehicle utilization and maintenance, ensuring compliance of drivers and supervisors to the Commission’s vehicle utilization policy.
• Ensure regular updates on E-government portal.
• Submit quarterly progress report to procurement policy unit.
• Coordinate and control Commissions cleaning services through planning, scheduling, and compiling the cleaning programme.
• Makes available all the required cleaning materials and ensures that the materials are used
economically. Supervises the cleaners and ensure that cleaning is done according to agreed
frequencies and standards. Physically checks the work performed by the Cleaner on a daily basis. Do regular inspections of the premises to ensure the premises are kept clean and tidy at all times.
• Monitors the security situation at the Commission and follows up cases of poor service by ensuring that service provider meets all stipulations of the contract.
• Continuously review the effectiveness of security procedures and mechanisms and where
necessary recommend suitable changes/improvements to existing internal security procedures
applicable to all Commission employees and visitors to the Commissions premises.
• Arranges with Landlord to deal with the various aspects of the building (legal i.t.o. contacts,
administration i.t.o. guidance on administrative aspects, maintenance/builder for repair &
maintenance aspects), as has been agreed in the agreement.
• Keeps detailed records of all transactions relating to the buildings. Ensures that building is properly maintained.
• Coordinate, administer and maintain the Commission’s mail distribution system by ensuring that mail is distributed efficiently and that procedures for collecting and delivering mail to and from the Commission are adhered to.
• Identifies and draws up a list of standard items (i.e. stationery, consumables etc.), which are used on a regular basis, and establishes & maintain a buffer stock for these in order not to run out of these items (but also not to keep too much stock, which is costly i.t.o. liquidity).
• Maintain records for all correspondence and documentation in relation to established contracts and those in progress (contracts management).
• Assesses from activity plans what additional costs may be incurred due to any developments or changes as reflected in the activity plans.
• Assist with budgeting & cost control services.
• Allocates and revises responsibilities to subordinates and set targets with staff to ensure that all objectives are met, and deadlines are adhered to.
• Manage and supervise staff under his/her control.
Minimum Requirements
• Bachelor’s degree in business administration, Procurement, Supply Chain or related qualification at NQF level 7.
• 5 years of work experience in procurement and administration environment, preferably with a minimum of 2 years of supervisory experience and an understanding of general administration.
• A Code BE driver’s license (Compulsory).
• Sound understanding of the Procurement Act, and public procurement regulations.
• Administrative aptitude and analytical thinking, diligent and conscientious.
• Time Management skills.
• Disciplined, friendly and hardworking, integrity, confidentiality, impartiality, confidence, and service orientation (support function).
