To accelerate structural transformations for sustainable development of our programming priorities, the UNDP Namibia Country Office has organized its programmatic activity into three portfolios: Sustainable, Inclusive and Green Growth (SIGG); Governance, Inclusive Institutions and Civic Engagement (GRICE) and Sustainable Environmental Management and Enhanced Resilience to Shocks and Crises (SEMER) Portfolio. The SEMER Portfolio can broadly be divided into three overlapping areas of work: (a) Climate Change (mitigation including renewable energy solutions, adaptation, and reporting to UNFCCC); (b) International Waters (marine and freshwater) and (c) Natural Resource Management (sustainable land-use; human-wildlife interaction; sustainable mining, waste management).
Summary of Key Functions:
- Implementation of programme strategies.
- Management of the Country Office (CO) SEMER Portfolio.
- Creation of strategic partnerships and implementation of the resource mobilization strategy.
- Provision of top-quality advisory services to the Government and facilitation of knowledge-building and management.
Ensure implementation of programme strategies focusing on the achievement of the following results:
- Thorough research and analysis of the political, social and economic situation in the country and preparation of substantive inputs to Common Country Assessment (CCA), United Nations Partnership Assistance Framework (UNPAF), Country Programme Document (CPD), and other documents such as the Project Documents, Annual Work Plan (AWP) and Total Budget and Work Plan (TBWP);
- Analysis and identification of areas of support within the Environment portfolio. Effective application of RBM tools and establishment of management targets (Balance Score Card) and the establishment of the mechanisms to track use of Results Based Management (RBM) tools and maintenance of RBM database;
- Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget);
- Generate survey initiatives within assigned programmes/projects; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions;
- Organize and prepare written outputs in the area of climate/environmental security, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications;
- Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
Participate in effective management of the SEMER Portfolio focusing on quality control from ideas, formulation, implementation, evaluation and closure of the projects and ultimately programme achieving the following results:
- Designing and formulation of the SEMER Portfolio translating UNDP’s priorities into national, regional and local interventions;
- Coordination of SEMER Portfolio implementation by implementing partners;
- Assess environmental and social threats and design mechanisms to mitigate the risks;
- Gather data and information to inform the project quality assurance assessments;
- Initiation of a project, preparing the presentations of the project to Local Project Appraisal Committee (LPAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, and closure of projects through review;
- Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
- Participate in recruitment processes for projects;
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects and ensures timely implementation of audit recommendations;
- Preparation of inputs for reporting, including annual result reporting, and donor reporting;
- Any other tasks assigned for implementation of the country programme.
Support creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
- Development of partnerships with UN Agencies, bi-lateral and multi-lateral donors, Government institutions, the private sector, civil society, and others on Governance programme based on strategic goals of UNDP and country priorities;
- Research and analysis of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, and active contribution to the overall office effort in resource mobilization.
Provide top-quality support services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
- Sound contributions to knowledge networks and communities of practice;
- Where applicable, organization of training for the operations/ projects staff on programme issues;
- Professional growth through active learning.
The Project Analyst works under the overall supervision of the SEMER Programme Specialist. S/he works in close collaboration with the Country Office (CO) Senior Management Team, Programme and Operations teams and programme staff in other UN Agencies, UNDP regional hubs and head quarter staff at equivalent level.

Portfolio Management: Ability to select, prioritize and control the organization’s programmes and projects, in line with its strategic objectives and capacity; ability to balance the implementation of change initiatives and the maintenance of business-as-usual, while optimizing return on investment.
Resource mobilization: Ability to identify funding sources, match funding needs (programmes/projects/initiatives) with funding opportunities and establish a plan to meet funding requirements.

- Environment: Environmental and social impact assessments, including data collection and analysis. Knowledge of environment issues, concepts and principles and the ability to apply strategies.
- Climate Change Mitigation : Sustainable Infrastructure. Apply knowledge of climate change adaptation concepts and the ability to apply strategies and/or practical solutions.
- Energy: Knowledge of Energy efficiency concepts, renewable energy, access to energy; technologies and practical application, and the ability to apply strategies and/or practical solutions.
- Master’s degree in Environment and Natural Resources Management, Land Use Planning, Sustainable Development, Public Administration, or related climate change mitigation field is required.
- Bachelor’s degree in relevant field with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
- Minimum 2 years (Master’s degree) or 4 years (Bachelor’s degree) of direct, relevant experience at the national or international level in providing management advisory services, hands-on experience in formulation, design, monitoring, and evaluation of development projects and progressively responsible experience in a project or programme management, environmental governance, or related area is required;
- Familiarity with environmental, nature-based solutions and biodiversity conservation is highly required;
- Experience working with governments and expert institutions on global and regional environmental issues is desirable;
- Experience in programme coordination and network development and management, including expert institutions, government agencies, and donors is desirable;
- Experience in the use of computers and office software packages and handling of web-based management systems;
- Project management knowledge and skills;
- Research and proposal development skills;
- Computer based skills;
- Working and managing work using shared online platforms.
Languages:
- Proficiency in English
- Working knowledge of the local language is desirable.
