About NCLAS: NCLAS is the Namibian Communal Land Administration System which has been developed to provide an integrated environment to process and manage communal land rights applications through to their approval and registration. The system is based on MS SQL Server, C-sharp, ArcGIS for Server and MS IIS6.
Minimum requirements: Bachelor Degree in Geo-information Sciences, Geo-information Technology, Geosciences plus 3 years or more experience in communal land administration, database management or project management in the field of security of tenure and on donor funded projects. Experience in the field of land registration and Geographical Information System (GIS) is an advantage.
Additional requirements:
- Candidate must be in possession of a valid driver’s license.
- Basic knowledge of Namibia Public Procurement and KM Procurement procedures is an added advantage
- Namibian citizen.
Preference will be given to applicants in possession of the following (Knowledge, Skills and Experience):
- Experienced in leading the implementation of medium complex IT! (Spatial) DBMS projects.
- Experience in enterprise database management and maintenance for business applications and Geographical Information Systems.
- Experience in working with Relational Database Management Systems.
- Experience in managing business applications.
- Working knowledge in the use of large databases including writing queries, and the ability to develop reports.
- Experience in working with web applications.
- Experience with Geographic Information Systems
- Working knowledge of ESRI ArcGIS technologies such as ArcGIS Desktop, ArcGIS Server, as well as associated application and scripting development technologies including .NET, Java, SQL, JavaScript and Python.
- Understan- ding of Com- munal Land Right Registration and related IT systems.
- Experienced in working in multi-disciplineary development teams.
- Ability to interact effectively with co-workers, to share knowledge and to give training on the capabilities and use of NCLAS.
- Ability to guide field personnel (remotely or in-person) in solving NCLAS user issues.
- Excellent written and spoken English.
Remuneration: N$314,599.92 per annum (total cost to company) which includes: the basic salary, medical aid, transport allowance, housing allowance and Social Security. Other benefits included; will also receive the 13th cheque / annual bonus, leave days.
Key Responsibilities:
- Responsible and accountable for day-to-day operation of the Namibian Communal Land Administration System
- Incident management and disaster recovery provision, testing and maintenance of NCLAS
- Monitoring and control of data quality
- Reporting on NCLAS operational performance including incidents, uptime and downtime
- Point of contact for both NCLAS users and the MAWLR IT staff
- Coordinate the improving of NCLAS service delivery and alignment to business needs
- Facilitate the NCLAS further development
- Maintain the documentation on NCLAS developments
- Liaise with MAWLR internal key stakeholders in charge of other computerised land administration systems
- Support harmonization of land administration systems within MAWLR
- Management of relationships with suppliers providing products and services supporting NCLAS
