Position Overview:
We are seeking a highly experienced and reliable Contract Manager to lead and oversee the Local Guard Force operating at the U.S. Embassy. The Contract Manager will provide proactive management, conduct daily threat analysis, ensure strict quality control, and maintain continuous communication with the Contracting Officer & Representative (COR).

Key Responsibilities
- Operations & Leadership: Serve as the primary lead for the Local Guard Force
- Managing security staff, guard units, and response zones under high-stress conditions
- Client Liaison: Act as the dedicated point of contact for the COR and Contracting officer (CO) 24/7, with the ability to meet in person within one hour of request.
- Risk Management: Analyse the daily operational security environment across the city, country, and region to align security posture with threat levels.
- Compliance & Oversight: Oversee quality control, contract compliance, training standards, and system reporting (e.g., myLGP data).
- Conduct quarterly visits to all covered U.S. Mission facilities and submit detailed performance reports.
- Team Management: Acquire, develop, and supervise project teams while ensuring all personnel meet strict language, health, and operational standards.
Requirements
- Minimum 10 years of experience in police, military, security, or local guard force management.
- Minimum 5 years in a supervisory or command-level role.
- Minimum 5 years of work experience in Namibia.
- Proven track record of reliability, good conduct, and intimate knowledge of overseas security environments, including local terrorist and criminal threats.

- Specialized training/experience in program/project management and security-related skills.
- Citizenship: Valid Namibian passport
- Language Proficiency: Fluent in English – listening, speaking, reading and writing.
- Technical Skills: Proficient in standard office management software (e.g., Google documents / Google emails, basic communication equipment, and radio procedures.
- Must pass an initial and annual physical examination by a licensed physician.
- Binocular vision correctable to 20/30 (Snellen) and non-colour blind.
- Capable of hearing ordinary conversation and free from contagious communicable diseases.
