FULL JOB DESCRIPTION: SENIOR HUMAN RESOURCES OFFICER
Nature of Role: Permanent
Reporting To: Manager: Corporate Services
Duty Station: Windhoek
In order for the National Art Gallery of Namibia (NAGN) to support its mandate and sectoral developments, we seek a dynamic and energetic individual to take on the role of a Senior Human Resources Officer.
PRIMARY PURPOSE OF THE JOB:
The primary purpose of the Senior Human Resources Officer in the workplace is to execute the Human Resources administration and management function, including staff welfare, discipline, recruitment, and selection. They will be expected to formulate required policies, policies amendments, and ensure compliance to policies and relevant Acts.
KEY PERFORMANCE AREAS:
Strategic Management

Ensure relevant and applicable HR processes are being followed and applied.
Human Resource Administration
-
To coordinate all administrative activities related to the personnel of the NAGN.
Recruitment, Selection and Placement
-
Establish and agree with the Director the number and kind of people needed to operate effectively, in line with Affirmative Action goals, and make recommendations regarding remuneration packages.

To ensure timely recruitment of required staff with appropriate approvals, in order to meet NAGN needs, focusing on employee retention.

Provide sharp support in the selection of recruitment which meets the policy standard. Ensure advertisements and that vacancies are advertised in line with job descriptions and AA goals.

Perform reference checks, attend interviews with potential candidates, and assist line management in decision-making.

Manage the administration of engagement and promotion of employees (e.g., appointment letters, permanent appointment letters, contracts of employment, change in condition letters, certificates of service, etc.).
Performance Management
-
Manage the process of submission of special performance appraisals by managers of staff members on probation.

Manage and administer the performance appraisals process of all staff members at least once per annum.
Employee Relations
-
To work closely with senior and line managers, providing them with expert guidance, coaching, and support on the full range of HR activities (including the development of policies and procedures, terms and conditions of employment, absence management, restructuring of services, performance management, redundancy planning, systems that promote industrial peace, participation, co-operation, and the peaceful resolution of conflict, etc.), in order to ensure a consistent and fair approach to people management throughout the NAGN.

Manage investigations, disciplinary, and grievance matters in conjunction with Line Management and provide advice and guidance on disciplinary actions, ensuring that these are well managed and meet the requirements of the Company’s policies, best practice, and employment legislation.

Assist in the diagnosis and analysis of performance problems at all levels and to provide advice on the most appropriate interventions.

Implement and maintain HR policies and procedures to ensure effective, fair, and consistent management of staff throughout the organisation, and ensure that the code of conduct is comprehensive and up-to-date.

Issue new staff members with the code of conduct and ensure that all employees know what behaviour is expected/required of them, what behaviour is unacceptable, and the consequences of unacceptable behaviour.

Ensure that managers and staff are aware of the policies and procedures and able to operate them effectively.

Ensure deployment of effective communication strategy with employees.
Monitor Staff Attendance

To ensure a high employee attendance rate and mitigate absenteeism.

Ensure that all employees maintain a safe working environment by complying with the NAGN’s and any other Occupational Health, Safety, and Quality practices, policies, procedures, rules, and regulations.

QUALIFICATIONS AND REQUIREMENTS:

A minimum qualification: Bachelor’s degree in Human Resources or Industrial Psychology at an NQA level 7 or an equivalent qualification.

Five (5) years general human resources management experience.
-
At least two (2) years of human resource supervisory experience.

Must have knowledge of various legislation: Labour law, AA, H&S, Social Security, and Training Act.

Must be proficient in computer literacy; proven aptitude with MS Word and Excel.
