ADMINISTRATION AND MANAGEMENT
The Government of the Republic of Namibia approved the creation of the Namibia Institute of Public
Administration and Management (NIPAM) in September 2005 (Cabinet decision no.21 st/2O.09.05/2003) as a
project, unit, and department within the Office of the Prime Minister
(vide: Policy Framework for NIPAM 2008-2013). These processes culminated in the promulgation of the
Namibia Institute of Public Administration and Management Act, 2010 (Act No. 10 of 2010). NIPAM is a State-
owned Management Development Institute [MDI] and jurist person governed by the NIPAM Act, 2010 and the
State-owned Enterprises Governance Act, 2006 (vide: section 3 of the NIPAM Act, 2010).
NIPAM is looking for a hard-working, self-motivated, dynamic individual to fill the following position:
VACANCY
DIRECTOR: ACADEMIC AFFAIRS
Service Unit: Academics Affairs
Reports to: Executive Director (ED)
PRIMARY PURPOSE
Responsible for the strategic direction and
the leadership of the Centre of Excellence
for Academic Affairs function, overseeing
consultancy, research, training, and capacity
evaluation in accordance with NIPAM’s mandate. Provides academic, administrative and financial leadership for the Centre of Excellence, ensuring that NIPAM achieves its strategic academic goals, vision and mission. To lead, articulate, and manage the NIPAMs partnerships and liaise with external and internal stakeholders, including students, the academic community, research institutes, to build regional research and educational partnerships.
MINIMUM QUALIFICATIONS and EXPERIENCE
⦁ A relevant Master’s degree in Public
Administration, Business Administration or Economics.
⦁ NQF Level 9.
⦁ Experience in heading an academic department at the senior management level.
⦁ Ph.D. will be an added advantage.
⦁ A minimum of 10 years relevant working experience of which 5 years should be at senior management level in Public Service or Head of the academic department.
COMPETENCIES: TECHNICAL SKILLS
⦁ In-depth knowledge and understanding of the Education, Training, and Development (ETD) environment.
⦁ Knowledge of academic program development implementation, management and assessment.
⦁ Extensive knowledge of the Namibia Public Services.
⦁ Knowledge of the local, continental, and global trends of public sector capacity-building programs.
⦁ Knowledge of the Namibian Qualification Framework and accreditation.
⦁ Good knowledge of legislative frameworks governing the public sector.
⦁ Significant Board level of leadership experience,
⦁ Proven knowledge of and experience with curriculum design models.
ESSENTIAL REQUIREMENTS:
⦁ Resource and financial management skills.
⦁ Excellent communication, conflict management skills, and ability to maintain good human relationships.
⦁ Technology know-how, e.g. ability to initiate and use collaborative online platforms.
⦁ Demonstrate innovation and creativity in the pursuit of NIPAMs goals and objectives.
Ability to collaborate effectively with all the stakeholders including external bodies, government, other agencies, and senior industry executives in order to achieve NIPAMs goals and objectives.Strategic Leadership.
