Minimum requirement:
⦁ Minimum Requirement: A B- Degree at NQF Level 7 in either . Supply Chain Management and Logistic, Procurement Management, LLB Degree. Economics or relevant qualifications, plus nine (9) years appropriate experience of which four (4) years should be at Senior Management Level
⦁ A Master Degree at NQF Level 9 in Supply Chain Management and Logistic, Procurement Management, Economics, will be an added advantage
Additional Requirements:
⦁ Candidates employed in the Public Service must attach letter of confirmation of probation Candidates from outside the Public Service must attach testimonials or confirmation of employment letter from current employer or former employer if unemployed at the moment. Failure to attach the necessary documents will disqualify their applications.

JOB SUMMARY
Advising the Minister on any procurement or disposal which includes, monitoring of compliance with this Act. directives, code of procedures and guidelines issued under this Act: reviewing of the procurement system and proposal of mechanism for Improving the implementation of government policies by public entities: assessing of the impact of the procurement system on the socio economic policy objectives of the Government.
Key Performance Areas
(a) Advice the Minister on policy for introduction of e-procurement as a means of simplified and transparent procurement.
(b) Propose various thresholds to the Minister relating to public procurement or disposal to be applied by public entities and the Board:
(c) Preparation of guidelines regarding procurement matters, including e-procurement, the letting or hiring of anything or acquisition or granting of any right for or on behalf of public entities and disposal of assets:
(d) Responsible for advising public entities on all public procurement policies, principles and practices:
(e) Monitoring reports on the performance on performance of the public procurement system in Namibia, including preparing an annual report to be tabled in the national Assembly within six (6) months of each financial year, and advice on desirable changes:
(f) Issue authorized versions of the standardized bidding documents, standards form of contracts, prequalification, documents, procedural forms, requests for proposals and other similar documents for mandatory use by every public entity in implementing procurement:
(g) Lead and oversee the operational management of the Department and coordinate and drive the Annual Plan of the Department and oversee the implementation of the Performance Management System in the Department
(h) Perform such other functions as may be directed by the Minister from time to time or by any other law.
Key Competencies
❖ Good knowledge and understanding of the Procurement Act
Candidates should possess good interpersonal relationship skills with proven managerial and leadership skills.
Experience in the field of Procurement will be an added advantage.
