MANAGER: ECONOMICS AND MARKET DEVELOPMENT (Windhoek) – CRAN

Description

Key Performance Areas will include:

1.Market Development

Checks and ensures that communications operators afford access to its poles, ducts and conduits to other carriers on fair and equitable rates, terms, and conditions;
Assists in determining the rates for infrastructure sharing in case of disputes lodged by licensee;
Monitors and communicates the implementation and adherence to infrastructure framework;
Provides input to the development of regulations with due consideration to relevant network elements;
Communicates and ensures that all carriers and operators are aware of the Interconnection requirements prescribed by the Authority;
Designs and recommends strategies, procedures, methodologies and quality standards to support new entrants into the ICT Market;
Coordinates and enhances regional and global integration and cooperation in the field of ICT;
Promotes fair and transparent competition in the communications market through the enforcement of regulatory limits and obligations;
Manages the establishment and development of a competitive ICT business environment;
Reviews the economic and financial viability of new license applicants; and
Represents Namibia at national and international organizations relating to economics and market development and as directed.

2. Market Access and Promotion of Competition

Develops and enforces fair competition as provided for in the Act and regulations;
Drafts and proposes procedures and quality standards to support new entrants into the ICT Market;
Reviews pricing, tariffs and charges based on market trends and dynamics;
Reviews of all tariff applications for approval;
Provides the required information and study/research reports to enable optimal decision making; and
Monitors and evaluates the effectiveness of all market development activities.

3. Tariffs, Charges and Fees, Cost Accounting

Examines and ensures that all tariffs adhere to the provisions of the Act and regulations; and
Conducts cost studies as required.
Advice, guides and request licensees to provide such financial information as per the cost accounting framework and analyse reports.

5. Economics and Research

Manages and leads economic research efforts and positions CRAN as the resource for information on the ICT market.
Conducts custom research, identify, analyze, organize, present and graphically communicate information to support decision making and make adequate recommendations to management.
Works closely with national and international, economic development and research partners, including government agencies to research, measure and aggregate relevant data and statistics
Produce economic development reports and data for input into the various reports and to fulfil market data information requirements
Develop and advance new data collection methods and technologies as well as managing and enhancing existing in-house data collection platforms
Manages and establishes an up-to-date data for the Namibia ICT industry through consistent and ongoing research.
Requirements
Education, Experience and Skill Requirements:

A relevant Honors’ degree Level 8, with majors in Economics.
A Management Development Programme
Knowledge of data analytics, statistics or related field will be is an added advantage;
Six (6) to Seven (7) years working in the Economics sector with research and market analysis;
Three (3) to Four (4) years on a supervisory level;
Good stakeholder liaison and interpersonal skills
Good communication skills;
Ability to inform data-driven decisions;
Proficient in MS Office package;
Data analysis and interpretations skills;
Valid code BE Driver’s license and
Shortlisted candidates will be required to submit proof of Namibian Police clearance.
