JOB SUMMARY:
The HR Director will develop and support the implementation of all HR related aspects on behalf of
Project HOPE Namibia. By developing and implementing various HR systems and maintaining the execution of all HR
policies and procedures the director will help Project HOPE Namibia to function effectively and efficiently. In this position
the HR Director is expected to devote 100 % of his/her time to providing to manage the HR Division across all levels of
the organization.
Opportunity Requirements:
RESPONSIBILITIES
Establish and maintain clear, responsive, and accessible HR systems (e.g. employee relations,
recruitment/retention, benefits management, payroll, orientation)
Serve as a primary point person for employee inquiries and concerns including: addressing demands, grievances, absences, etc., refereeing disputes, participating in disciplinary and termination meetings, and conducting exit interviews
Oversee and coordinate the overall recruitment process may include the placing of advertisements, negotiating and entering into contracts and agreements with recruiting agencies and agents, assembling interview teams, consulting with various project Directors and leading, managing orientation and onboarding processes.
Serve as primary Point of Contact for employees benefits for Project HOPE Namibia staff such as: pension, housing, health Insurance, Social Security, maternity,study leave and others as needed,
Proactively developing resources such as quick guides and SOP for benefits and processes;
Regular interact with the PHN board
Develop a training strategy for the organization for various needs such as onboarding/orientation, periodic, compliance and mandatory. To enhance compliance.
Support the develop, implement and evaluate the performance management system, new staff orientation and on-boarding process; career-pathing program, staff wellness and recognition activities; and professional development policies and training program.
Plan, Review and Approve vacancies, job postings, and provide guidance with drafting of offer letters.
Provide oversight on payroll including processing attendance and payroll data, reporting to payroll services, check verification, and distribution.
Conduct periodic scan of industry standards and best practices in HR management and develop proactive recommendations for the integration of appropriate practices.
Upheld high standards of staff conduct and behaviour, t through the enforcement of Ethics and conduct of staff
Ensure compliance with international and national regulatory laws, guidelines and standards
Ensure accuracy and confidentiality of data stored in employees’ files; both in electronic form and hard copy.
Maintain all personnel policies and procedures and provide guidance and interpretation to staff
Ensure high level of in-depth knowledge and interpretation of legal requirements related to HR to reduce legal risks and ensuring regulatory compliance
Build and maintain relationships with key government institutions such as Ministry of Home Affairs, Labour, Social Securitity and Finance.
Provide guidance to SMT on HR-related matters
Ensure the implementation of workplace Wellness programme to ensure wellbeing of staff
Ensure the successful Integration of Gender policy in all aspects of HR and programming at PHN
Ensure Compliance with staff screening through police clearance, SAM.GOV to reduce risk
Perform any other HR duties as required
MINIMUM REQUIREMENTS:
Honors degree in Human Resources required; master’s degree preferred
Minimum of 10 years demonstrated experience in a Human Resources
At least a minimum of 7 years HR practice at management level
Advance writing skills in English
High knowledge of the Namibia Labour ACT
Experience in working in the NGO environment or donor-funded programmes such as PEPFAR/USAID, Global
Fund, UN and others will be an advantage
Strong conflict resolution and negotiation skills
Strong interpersonal, communication, facilitation and writing skills
Strong attention to detail is required
Ability to work independently and with minimal supervision
Excellent computer skills, proficient with MS Office applications and Payroll systems
