REQUIREMENTS: Knowledge, experience, and Skills:
- A Master’s degree in Law with Specialization in Commercial Law, Financial Services Regulation and Criminal Law (focusing on Anti-Money Laundering and Combatting the Financing of Terrorism and Proliferation (AML/CFT/CPF) and not general criminal law). Admission as legal practitioner to practice in the High and Supreme Court of Namibia and a doctorate degree in the above fields will be an added advantage.
- A minimum, fifteen (15) years’ experience working in:
a legal (a combination of criminal prosecution in the High Court and civil practice in the High Court, inclusive of adjudication; and
a financial services regulatory environment; or
a financial services environment
of which eight (8) years’ experience should be at Senior Management Level and a minimum seven (7) at Executive Management Level.
- Strong knowledge of and work experience in the application of FATF Standards, as well as strong knowledge of and work experience in AML/CFT/PF prevention (application of AML/CFT/CPF preventative measures to and compliance therewith by Accountable and Reporting Institutions in private sector and financial service regulators) and combatting requirements (ML/TF/PF combatting measures applicable on Law Enforcement Authorities and Office of the Prosecutor-General), performance and institutional settings across regional and international jurisdictions.
- Strong knowledge of and work experience in the Egmont Group of Financial Intelligence Units requirements, performance and institutional settings across regional and international jurisdictions.
- Strong knowledge of and work experience in financial stability and integrity requirements, performance and institutional settings across regional and international jurisdictions.
- Developing of policy, legislation and implementation infrastructure in a national, regional and international context
- Proven Executive Management skills.
- Must be a Namibian Citizen

The principal accountabilities of this position are:
- Providing Strategic Leadership and Direction to the FIC and the national and International AML/CFT/CPF ecosystem
- Providing strategic direction and leadership to the FIC in terms of Development, implementation, and managing the strategic objectives, planning and digital transformation of the FIC, in line with government priorities and objectives, ML/TF/PF risks identified, International AML/CFT/CPF standards and best practice.
