Post Designation : Senior Systems Analyst, Grade 7
1x Post : Windhoek
Scale of Salary : N$280,064-N$321,707 (P)
Housing Allowance : N$ 13,080 p.a.
Transport Allowance : N$ 7,680 p.a.
Minimum Requirements – A B-degree (at NQF Level 8) in Computer Science, Management
Information System/ Business Computing, Information System Auditing or equivalent plus
three (3) years appropriate experience.
Job Summary: This job category involved with advanced operational level with investigating
and analysing of and advising on appropriate computer hardware and software, the
designing of functional specific system from data collected and analysed in a more
complicated and involved nature supervises occupationally staff and support staff where
necessary.
DUTIES AND RESPONSIBILITIES:
The incumbent will be responsible to carry out the following activities:
Interacting with OMAs and the NSA to monitor progress in the implementation of egovernment through data collection, performing analysis of the data using statistical
methods and reporting on the indicators of measure of performance through the
defined Performance Management framework for e-Government.
Carrying out e-Readiness Survey and updating the parameters used for e-readiness
assessment.
Assisting OMAs in conducting Business Process Re-Engineering exercises
Assisting OMAs in the identification and formulation of e-Government projects
Working with the OMAs to compile Requirement Documents for their projects
Interacting with the Teams of Directorate of Solution Architect to decide whether the
solution will be developed within the DPSITM or will be outsourced through a Tender
process
Providing assistance in the compilation of Request for Proposal documents
Coordinating the implementation of all e-Government related projects within the Public
Service
Providing guidance and assistance on Project Management practices to OMAs
Acting as primary liaison between user and project development team; Maintaining
awareness of short and long-term plans of the O/M/A to initiate recommendations for
system development
Establishing and administering project planning, controlling and reporting systems.
Receiving and coordinating project progress and resource utilization.
Undertaking other duties that may be assigned by the Head of the Directorate.
