The Namibia Red Cross Society (NRCS) is known for its work across the country both at national and grassroots levels. As the only humanitarian organization in Namibia, the National Society is committed to provide excellent humanitarian services to those affected by disasters such as droughts, COVID-19, seasonal floods, HIV and AIDS, food insecurity, road fatalities and others. Although the NRCS headquarters is in Windhoek, it is operational in ten Regions of the country.
We are looking to recruit highly competent and motivated candidate to fill the following position:
VACANCY
POSITION: Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) Officer
Duty Station: WINDHOEK
Duration: 1 years, with possibility of extensions based on performance and availability of Funds
Key Performance Areas:
Support NRCS’s Programmes and Projects through
• the development of an overall M & E framework
• the consolidation and continuous scanning for fitness-of-purpose of M & E tools in use and aligning it with M&E reporting requirements of funders
• the provision of technical support and training to the Programmes Manager, Project Coordinators, Regional staff and volunteers for the full cycle of M & E Data management
• the provision of technical M&E input for new project concept note development and proposal writing
• undertaking monitoring and technical support visits to projects
• developing and incorporating community feedback and accountability mechanisms (CFAM) in the overall M&E framework and per programme and project – and continuous scanning for ease of use and fitness-for-purpose of the CFAM
• being the custodian of al M & E data and maintain an M & E knowledge management system
• supporting the collation of project and programme reports
• provide technical and logistical support for impact evaluations
Minimum Requirements for this position:
• University degree or equivalent in a field related to development (Disaster Management, Development Studies, Sociology, Statistics, Data management/informatics)
• Experience and skills in developing and implementing monitoring and evaluation plans and tools
• Experience and skills in M & E reporting and project report-writing
• Experience of working with national and local governments and within an NGO context, as well as with donor organisations, on M & E and reporting
• Minimum 5 years of relevant experience on PMEAL
• Excellent communication skills; cultural sensitivity and awareness
• Fluently spoken and written in English
• Valid driver’s license
