Duty station : NSA Head Office, Windhoek
Job Purpose
To regulate, guide, control, and advise all relevant internal and external stakeholders on the effective execution of the NSA’s procurement function, policies, procedures and services, thereby providing a cost effective operational procurement service in accordance with the Public Procurement Act, Regulations, and Guidelines. To act as the focal person facilitating and coordinating the pursuance of tenders for statistical work and commissioning of commercial projects on behalf of the NSA with third parties.
To administer the completion and on-time submission of the external tenders that NSA will partake in as a bidder in order to ensure that such bids are complete and comply with all the requirements of such Tenders/Expression of Interests, Requests for Quotations/Requests for Proposals, etc.
To provide the Statistician-General as Accounting Officer with the required assurance that the procurement function and all related activities comply with the requirements of the Public Procurement Act and Regulations.
Main Performance Areas and Responsibilities
- Ensure and enforce the existence of processes and systems to check all procurement transactions executed by all Line Managers and the Procurement Officer
- Assist line management through advice and administrative support for the completion and on-time submission of the external tenders that NSA will partake in as a bidder in order to ensure that such bids are complete and comply with all the statutory documentations and any other requirements of such Tenders/Expression of Interests, Requests for Quotations/Requests for Proposals, etc.
- Prepare the NSA’s annual procurement plan
- Conduct, control, and report on the procurement activities of the NSA from the initiation of the procurement process to the award of the procurement contract, including the evaluation of bids or awarding or termination of procurement contracts.
- Align internal procurement procedures with statutory requirements and implement process flows and systems.
- Provide secretarial support to both the Procurement and Bid Evaluation Committees
- Compile contracts and service level agreements with various service providers after having pursued a vigorous procurement process and in consultation with the legal division.
- Coach and supervise the Procurement Officer to develop a robust preferred supplier database for all requirements in the NSA.
- Form part of any dedicated team that will participate in the bidding of external revenue projects that the NSA will bid for, and ensure that the required mandatory statutory tender documents are obtained from the relevant authorities for submission.
- Ensure that the external tenders that NSA is participating in are complete and comply with all the requirements.
- Take on any other responsibility not mentioned above but related to the incumbent’s area of expertise as directed by the Manager: Finance.
Educational Qualifications and Job Requirements
- Graduate Qualification in Supply Management, Procurement or equivalent Degree (NQF7)
- Being in possession of an LLB Degree in addition to the above would serve as a definite advantage
- 6 years’ relevant work experience in Supply Chain Management, Procurement or related field, of which a minimum of 3 years should have been in a supervisory capacity in a professional procurement / financial role in an organization of similar magnitude and complexity.
- Proven track record of effectively running a procurement function and ensuring the compliance of all procurement activities.
