Introduction
The German Government through its implementing agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is supporting the Namibian transport sector through the Ministry of Works and Transport (MWT) in achieving its objective to improve service delivery by state actors operating in the transport, mobility and logistics sector in terms of quality and quantity. The Transport Sector Reform is a key element in Namibia’s strife to create an effective transport system as a pre-requisite for economic growth and social development as well as to utilize scarce public resources in the most efficient manner.
Specification
The Technical Advisor is responsible for:
▪ Providing technical advice in working areas of the project to partner institutions of the GIZ Transport Project, especially on political steering, stakeholder management and results-based implementation
▪ Supporting the management of the Transport Project on monitoring, evaluation and reporting
▪ Coordinating innovation and knowledge management within the project
Tasks
▪ Provides technical advice to MWT and other implementation partners on agreed policy areas
▪ Supports and ensures steering and working structures for major projects, like the implementation of Sustainable Transport Master Plans
▪ Coordinates and further develops the project inputs to the development of engineering capacities in Namibia, especially at UNAM
▪ Supports the finalisation of the GIZ Transport Project, especially in the area of final evaluation and closure of activities
▪ Prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project to component managers and GIZ Head Office
▪ Conducts research activities and studies on political issues which benefit joint programmes
Requirements
▪ MSc in Transport Management, Engineering, Economics, Sociology or equivalent
▪ At least 5 years’ professional experience in a comparable position
▪ 2 years working experience within the governmental sector in Namibia
▪ 2 years working experience in a transport related field
▪ Working experience outside Namibia is an added advantage
▪ Excellent command of English both written and oral
▪ Working knowledge of German language an added advantage▪ strong knowledge and understanding of global transport and mobility issues and concepts, as well as a strong understanding of the Namibian Transport Sector
▪ Very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
▪ Strong managerial and organisational competence
