MAIN PURPOSE OF THE POSITION
To plan, manage, improve and control the financial accounting environment of the organization through setting up a policy framework, planning and implementing structures, systems and processes, and improvement thereon. To ensure accrued maximum collection of accrued revenue and credit control. To provide control and re-engineering over billing schedules and processes, as well as manage, control and supervise taxation, procurement, stores, assets and IT functions in the most effective and efficient way in accordance with relevant legal legislation. To provide, analyse and report/advise on monthly and annual consolidated financial statements and optimize financial resources (loans, assets, insurance and cash flow) at Council level.

Requirements
- A recognised Honours/Bachelors degree in Accounting or Finance at NQF 7
- 5 years continuous practical experience in Financial Management, of which at least 4 years should have been served at senior supervisory/management level
- Experience in local government will be an added advantage
- Knowledge of an applicable financial system will be an added advantage
- Excellent knowledge of Microsoft products, specifically Excel
- Highly analytical at strategic level
- Sound knowledge of all accounting streams
- Sound knowledge of accounting principles and best practices
- Sound knowledge of International Public Sector Accounting Standards (IPSAS)
- Knowledge of VAT and Income Tax Act
- Knowledge of Local Authorities Act and State Finance Act
- Knowledge of Public Procurement Act, Regulations and guidelines
- Sound managerial skills
- Good communication and interpersonal skills
- Code B driving license
- Valid certificate of conduct
