The Construction Safety Officer will be responsible for promoting, implementing, and maintaining a safe and healthy working environment on construction sites. The incumbent ensures compliance with Namibian occupational health and safety legislation, company Health, Safety, Environment and Quality (HSEQ) policies, client requirements, and industry best practices. The role focuses on hazard identification, risk management, incident prevention, safety awareness, and continuous improvement of safety performance across all construction activities.

Key Responsibilities
- Conduct daily site inspections to identify unsafe conditions and work practices.
- Ensure compliance with all applicable Namibian health and safety legislation and company HSEQ policies.
- Develop, implement, and monitor site-specific Health and Safety Plans.
- Conduct risk assessments and Job Hazard Analyses (JHAs) for construction activities.
- Facilitate safety inductions for new employees, visitors, and subcontractors.
- Conduct toolbox talks and ongoing safety awareness training.
- Monitor the use and condition of Personal Protective Equipment (PPE).
- Investigate incidents, accidents, and near misses and prepare detailed reports with corrective actions.
- Maintain safety records, registers, permits, and statutory documentation.
- Ensure emergency response procedures, first aid arrangements, and fire safety measures are in place.
- Participate in client and contractor safety meetings.
- Monitor subcontractor compliance with safety requirements.
- Prepare weekly and monthly HSE reports for management.
- Recommend improvements to safety systems and procedures.
- Stop any unsafe work that poses an immediate danger to personnel, property, or the environment.
Requirements
- National Diploma or Certificate in Occupational Health and Safety, Environmental Management, or a related field.
- Minimum of 3-5 years’ experience as a Safety Officer within the construction industry.
- SAMTRAC, NEBOSH, IOSH, or equivalent Health and Safety qualification.
- Demonstrated experience in conducting incident investigations, safety audits, and risk assessments.
- Experience working with contractors and subcontractors in a construction environment.
- Valid First Aid Certificate.
- Fire Fighting Training Certificate will be an added advantage.
