The University of Namibia (UNAM) is the premier institution of Higher Learning in the country, whose key functions are in line with the standards of universities worldwide. It was established as a tertiary institution by an Act of Parliament in 1992, with its seat in Windhoek, Namibia. UNAM hereby invites applications from suitably qualified and experienced candidates for the position of Bursar of the University of Namibia. This appointment will be for a period of five (5) years, renewable at the discretion of the UNAM Council. The successful candidate will be required to sign a performance contract as per the University’s policies.
Key Responsibilities
- developing a budget process/cycle and preparing budgets;
- budget control;
- procurement management;
- maintaining cash flow estimates;
- advising the Vice Chancellor on investment of surplus funds.
- maintaining the general ledger;
- developing policies for and ensuring timeous processing of transactions and control of accounts;
- liaising with internal and external auditors;
- making proposals on student fees for consideration by various organs of the University and ultimate consideration for approval by Council.
- strategic planning for resource mobilization for UNAM;
- supervision of staff, including ensuring staff skills development;
- fund management;
- debtors, creditors and asset control;
- management of short-term insurance contracts; and
- directing daily operations of the office, which shall include maintenance of a register and assisting with the financial evaluation and quantification of development projects; exercising control over the University’s businesses under management of external parties; undertaking consultations with and making presentations to interested groups, e.g. student bodies and staff, on financial matters.
- Ensuring the timely completion of University audit financial reports.
Requirements
- Qualification as a Chartered Accountant;
- At least ten (10) years post qualification accountancy experience at a senior managerial level in a tertiary institution, or in a large computerized commercial organization;
- Excellent knowledge and experience in computerized accounting systems, and strong organizational, managerial and communication skills;
- Competency in ICT for Management and Financial Services;
- Experience in the implementation of the latest International Financial Reporting Standards (IFRS);
- A relevant PhD would be an added advantage.
- Experience in coordinating and managing statutory audits.
- Through knowledge of the Higher Education Sector.
