Municipality of Outjo. Main Purpose of the Position: To plan, direct, control, and administer the affairs of the Department by formulating the vision of the Council about Water, sewer, Waste and infrastructure development into policies, strategies and action plans which ensure the provision of water to the town, contribute to the prevention of overall health hazards to the residents of the town, and to the sustainability of the towns’ fragile environment. To advise management and Council concerning infrastructure development, sewer, waste, and environmental management. To ensure the continued provision of a sound road infrastructure to the Municipality, thereby contributing to the town’s attractiveness to investors effectiveness of all industrial and commercial operations, and the safety of road transportation within the jurisdictional area of the town at all times. To advise management and Council about roads & building control strategy and operations.
Key Responsibilities

- To advise management and Council concerning infrastructure development, sewer, waste, and environmental management.
- To ensure the continued provision of a sound road infrastructure to the Municipality, thereby contributing to the town’s attractiveness to investors effectiveness of all industrial and commercial operations, and the safety of road transportation within the jurisdictional area of the town at all times.
- To advise management and Council about roads & building control strategy and operations.
Requirements
- Highly analytical with good communication skills at an expertise and strategic level (able to get concepts and requirements across to others)
- Very strong logical reasoning ability, attentive to detail, but not detail-bound.
- Systematic and able to look at solutions conceptually as well as from a practical perspective.
- Able to work with people constructively and use convincing arguments to get people committed to the implementation of solutions.
- Knowledge of the Local Authorities Act
- Computer literacy
- Sound customer orientation
- Excellent interpersonal skills
- Sound managerial ability
- A bachelor/honors degree in Civil or Mechanical Engineering or an equivalent qualification at NQF level 7.
- An MBA or registration as a Professional Engineer will serve as an added advantage.
- Five (5) years’ work experience in an engineering position with at least 3 years in a more senior professional and managerial/supervisory role.
- Experience in a Local Authority environment will be an added advantage.
Salary
N$329 352- 349 410.31 plus allowances
