Description
To conduct economic, financial, market, and regulation analysis, assess regulatory frameworks, and provide recommendations that support decision making, promote market efficiency and enhance regulatory effectiveness. Assist in the implementation of the performance-based Tariff Methodology, multi-year pricing and Licensees Performance Management Framework.
Key Responsibilities
- Conduct economic analysis to assess the impact of regulatory policies on the electricity sector.
- Analyse market data, pricing structures, and cost drivers to support regulatory decision-making.
- Evaluate the effectiveness of existing economic regulations and recommend improvements.
- Monitor economic indicators and trends to identify emerging issues, risk and opportunities
- Conduct financial models through benchmarking and process analysis.
- Forecast quarterly and annual profits and prepare cost projections.
- Analyse and report on current financial status.
- Conduct thorough research of historical financial data.
- Explore investment options and present risk and opportunities.
- Compare anticipated and actual results and identify areas of improvement.
- Participate in budgeting (for departments and projects).
- Maintain confidentiality of financial information and investment decisions.
- Assess the power project financial models for commercial viability.
- Review and analyse financial models for Generation, Transmission and Distribution and recommend applicable tariffs.
- Conduct performance management assessment for licensees as per the Performance Management Framework (PMF).
- Conduct licensees’ compliance audits and recommend any improvements.
- Analyse regulatory frameworks and policies to identify areas for improvement and optimisation.
- Conduct regulatory impact assessments and cost-benefit analysis.
- Collect and compile data related to market trends, economic indicators, and regulatory compliance requirements.
- Analyse data using statistical tools and techniques.
- Generate insights from data analysis to support decision‑making.
- Validate data quality and ensure accuracy of analysis results.
- Collaborate with internal teams and external stakeholders to gather data and input and subject matter insights for economic and regulatory analysis.
- Prepare reports and presentations on economic analysis findings and recommendations for the Senior Economic Regulation Analyst.
- Coordinate with stakeholders to gather input, share insights, and build consensus on regulatory issues.
- Compose reports, presentations, and briefing papers on regulatory framework assessments.
- Assist in the preparation of reports, data‑driven reports, charts, and graphs to support economic and market analysis.
- Collaborate with other analysts and teams to integrate data analysis into broader assessments.
- Assist in the development of economic regulations, guidelines, and standards for the electricity sector.
- Provide input on policy proposals and regulatory initiatives to enhance market efficiency.
- Conduct research and analysis to support the development of policy recommendations.
- Prepare draft policies, guidelines, and regulatory documents for review and recommendation.
- Monitor the implementation of policies and provide recommendations for policy adjustments as needed
Requirements
- A Bachelor’s Degree in Economics, accounting, commerce, or a related field at NQF Level 7.
- A minimum of five (5) years of relevant experience.
- Three years of audit articles
- Knowledge of the electricity supply industry
- Financial modelling and analysis
- Energy-related qualifications
- Strong financial analysis skills.
- Knowledge of economic principles and theories.
- Proficiency in economic modeling and analysis.
- Understanding of regulatory frameworks and policies.
- Effective communication and presentation skills.
- Excellent research skills.
