REPUBLIC OF NAMIBIA MINISTRY OF FINANCE
The Central Procurement Board of Namibia (CPBN) is established in terms of Section 8 of the Public Procurement Act, 2015, and is mandated to:
* Conduct procurement bidding processes;
* Award procurement and disposal contracts on behalf of public entities that exceed prescribed thresholds; and
* Direct and oversee Accounting Officers in the management and implementation of procurement contracts.
Key Responsibilities
- Attend Board meetings regularly;
- Declare income and assets;
- Take an oath or affirmation in accordance with Section 75 of the Act;
- Enter into a performance agreement in terms of Section 11(3);
- Declare any other remunerative work; and
- Recuse themselves from matters where a conflict of interest exists, in line with Section 76 of the Act.
Requirements
- Relevant academic qualifications;
- High professional standing, integrity, and sound judgment;
- Demonstrated managerial or supervisory experience in public procurement or related fields;
- Availability to serve on the Board at short notice; and
- Absence of any occupation, interest, or activity that may give rise to a conflict of interest.
- The Namibian public procurement system, including its operational environment, challenges, and emerging trends;
- The full procurement cycle, particularly contract management, monitoring, and evaluation;
- Core public procurement principles such as transparency, fairness, and accountability;
- Ethical conduct and impartial decision-making; and
- Independent analytical thinking and sound decision-making capabilities.
- Legal Expertise: An LLB degree with admission as a legal practitioner of the High Court of Namibia, and a minimum of ten (10) years’ relevant professional experience, of which five (5) years must have been at executive level.
- Human Resources Expertise: A Master’s degree in Human Resources Management or a related discipline, with minimum ten (10) years’ relevant work experience, of which five (5) years must have been at executive level.
